AN angry resident claims a mess left near houses is an 'environmental hazard'.

Lilian Lingard said the fly-tipped rubbish on land off Frank Street, Clayton-le-Moors, was a 'breeding ground for vermin.'

She discovered the mess, which includes black bin bags, tyres and sofas, while walking past the site and she said it's been a problem for months.

Lancashire County Council, who are in the process of buying the land, said they have recently begun clearing trees from the land.

This has exposed a 'large quantity of waste which has been fly tipped over a number of years.'

Ms Lingard, from Oswaldtwistle, said: "The site is a terrible eyesore.

"It's an environmental hazard and a breeding ground for vermin.

"Something needs to be done asap."

A spokesman for Lancashire County Council, said: "The Pennine Reach scheme includes a proposal to introduce a bus-only lane on Whalley Road on the Accrington side of the Hare and Hounds junction.

"The bus lane is proposed to ensure the full benefits of the scheme are delivered, in terms of shorter journey times and reliability of services intended to encourage people to use the service.

"We're working towards providing residents' parking to the rear of the properties on Whalley Road, between Frank Street and Jubilee Street, to compensate for the loss of on-street parking.

"We'll be holding a formal consultation on the proposal to introduce the new bus lane in the coming weeks."

"We are in the process of buying the land to the rear of the properties on Whalley Road, between Frank Street and Jubilee Street, to provide residents parking as part of the Pennine Reach scheme.

"We have recently begun clearing trees from this land which has exposed a large quantity of waste which has been fly tipped over a number of years. We're aware that this is unsightly and are arranging for the waste to be cleared up as soon as possible."
