PLANS to build a ‘secure, safe development to cater for an ageing population’ in Clayton-le-Moors have been given the go-ahead.

A total of 13 bungalows will be built on the site of a former sports and social club, on land off Moor Street.

Ownership of the 10 one-bedroom and three two-bedroom natural stone properties will be aimed at the over-55s, who will access a central courtyard leading to their homes through gated entrance, although councillors admit they would be powerless to stop young people buying them.

Coun Tim O’Kane told the planning committee: “We had problems in Clayton-le-Moors a number of years ago with Owen Court.

“It was going to be for the over-55s and everybody went along with it. But after a few years, one owner decided to leave the house to her grandchild. All of a sudden there were young families in and bikes being left all over the place.”

However, Coun O’Kane did say he would like the new estate to be named in connection with the Accrington Pals, much like Owen Court, which was named after famous poet Wilfred Owen.

Concerns were also raised by Coun Clare Cleary, who said she wanted to know how elderly residents would move their bins outside the gates to be collected.

Councillors, voting to approve the plans, will ask for more information as part of the planning permission.

The empty brownfield site once housed the social club, known locally as the middle club, until it was demolished.

Police also raised some concerns that the surrounding area has a high number of recorded incidents, and recommended that the properties should have enhanced security to deter the risk.

A report by planning officers noted the front doors will be sturdy and allow residents to see who is at the door before opening them.

In documents lodged with the council, Gareth Storey Associates LLP, on behalf of developer A Ogden from Blacko, said: “The site has previously had permission for 10 three-bedroom townhouses. This expired in 2011.

“Funding is in place for the construction phase and initial talks with local estate agents has taken place.
