£39.5m funding bid for revised East Lancashire bus scheme

A REVISED bid for a £39.5million bus scheme for East Lancashire will be submitted to Government bosses.

The Pennine Reach bus scheme was designed to link Darwen, Blackburn and Hyndburn via a high-speed bus lane, together with new, or improved, bus stations.

Transport ministers rejected the original £50million bid last year.

Now Blackburn with Darwen Borough Council and Lancashire County Council have shaved off £10.5million from the original bid.

They have dropped plans for a bus lane in Darwen, reduced some routes in Hyndburn, cut back on public realm improvements and downgraded ticketing technology.

Transport chiefs said they were more confident about the bid as it shows that developing some sections would boost economic regeneration in the the Burnley Road area of Blackburn, as well as encouraging more people to take public transport.

The scheme sparked controversy because some residents faced losing their parking spaces and, in some cases, their gardens to make way for a bus lane.

Under the new plans, which transport chiefs said took into account feedback from the consultation, the Oswaldtwistle section will be removed.

Plans have been scaled back for Blackburn Road, Accrington, as well as in Rishton and Great Harwood.

There have been no changes to the plans for Clayton-le-Moors, Church Gateway, Stanhill, West End and Knuzden.

At a Blackburn with Darwen executive board meeting last night, the revised project was resubmitted in time for the September 9 deadline.

Council leader Kate Hollern said: “We’ve still got some bits to sort out, but it is really important this bid is submitted.

“There are very few chances to draw funding into the borough. This is one and we’ve got to go for it.

“It is important that when we get investment residents can actually see the benefit of it.”

The Government will make its funding decision on the scheme in December 2011 and, if the bid is accepted, works could begin in 2013.

let me think now, millions needed to rebuild London, and other places destroyed by the brain dead, are they going to spend on a pointless project, well maybe, after all BwD has wasted loads of money on this already.

so bus routes cut and yet still wanting o spnd £40 million on some stupid scheme which only results in slowing cars down and giving buses on main roads priority even though without the cars who would pay for the roads. Buses are smelly, over priced, in practical, never there when you need one, never take u where u actually want to go or at a time when you need to go and take so much longer to get to your destination but lets waste 40 million on some stupid scheme. How about investing 40 million improving the roads and signaling to improve the flow of traffic.

Why is it that no details are given for the proposals within Blackburn?

And why is it that Blackburn with Darwen Council has not had the public consultations which they had said they would have before submitting this revised bid?

And why is it that the scheme includes a dedicated bus lane from near the junction with Patten Street on Accrington Road, to the proposed new Traffic junction at the top of Harwood Street - which will take away the existing on street parking for the residents of that area?

Why could that dedicated bus lane not begin at the top of Burnley Road, (instead of half way down Accrington Road), from which point it would not remove any on street parking for residents?

Why are the councillors not listening to the people of Blackburn who will be affected by this grossly over-priced and little wanted scheme?

There are far better things which that sort of money could be spent on -and which would be of tangible benefit to the people of Blackburn.

Stop wasting monies on this stupid idea to save 2 bloody minutes on a bus travel.
Some councilor and capita are getting back handers on this to send it thou.
Labour led blackburn council stop wasting money on this no local person wants it never has and never will want it. Buses are not goin to solve the problem your making
