A FLY-TIPPER has been fined after he was caught on security cameras dumping waste illegally in a back street.

Magistrates have ordered Wayne Hargreaves to pay £300, plus Hyndburn Council’s legal and investigation costs after he left a huge pile of household waste behind homes in Church.

The 46-year-old pleaded guilty to the charge of fly-tipping after camera footage belonging to a nearby premises was handed to the council.

Officers from the council also discovered documents in the alleyway which traced the bags of rubbish back to him.

The revealing footage came from a privately- owned security camera which had the affected area in its sights.

Hargreaves, of Shadsworth Road, Blackburn, formerly of Meadoway, Church, admitted dumping a large amount of household waste into the alley between John Street and Church Street.

He was fined and ordered to pay a £30 victim surcharge, and £365 prosecution costs, made up of £170 legal costs and £195 investigation costs.

Deputy leader of the council Clare Pritchard, who is the cabinet member with responsibility for dealing with fly-tipping, said: “We always take a tough line on fly-tippers who blight our streets and alleys like this and we will always take them to court if necessary.

“I’d also like to remind residents to use a registered waste carrier if you let someone take your waste away for you, as you will be responsible for it if it’s later found dumped in the street, and you too could face fines and a prosecution.”
