Accrington's ‘ghetto’ streets set for a revamp

BOARDED up properties described as a ‘ghetto’ will be transformed into smart low-carbon homes.

Plans to transform Accrington’s ‘worst streets’ in Woodnook will see houses in the Royds and Augusta Street area converted into larger family homes.

A new registered landlord will oversee tenancies in a bid to end problems with empty houses and nuisance tenants.

However ward Coun Tony Dobson said residents were concerned a number of streets had been left out.

Royds and Augusta streets plus one side of Booth Street and one side of Hudson Street will be regenerated.

But Clement, Nuttall and South streets and the opposite sides of Booth and Hudson streets are not included.

He said: “It’s also a real worry they have decided to rent them. Residents want a good proportion of owner occupiers as neighbours.

“The plan tackles the worst of the boarded up streets, but there are still other problem properties which drag the area down.”

The plan has been described by Hyndburn MP Graham Jones as ‘Accrington’s Grand Design’ as he applauded Hyndburn Council’s decision to refurbish, instead of rebuild.

He said: “This takes some of the most appaling Victorian terraced houses and looks to remodel something old into something contemporary.”

The refurbishments will see 89 traditional ‘two up two downs’ converted into 54 two, three and four-bed homes.

The plans are also aimed at making them affordable and efficient.

Making use of the existing buildings and refurbishing them is a sensible solution - cost effective and they are sturdier built than modern houses they throw up - and also have more character.

Making use of existing properties and bringing life back to forgotten and neglected streets should be the priority... there's plenty of available houses that can be used without lining the pockets of fly-by-night developers/builders who just want to take the money and build rubbish.

In reply to Councillor Dobson. The Tories took away £25m HMR funding from that area (spent along Blackburn Rd instead)and short changed the area by not purchasing those extra blocks.

I and Jack Dromey in Parliament (along with a helpful press) and Clare Pritchard locally have secured an extra £2m+ for that area.

Timeline:
Council before election promises Woodnook £2.5m (the last money it has).

Council then promises £2.3m (it doesn't have) to other causes (effectively reneging on Woodnook).

Tories lose election. Labour cancel £2.3m to other causes and put it into Woodnook.

MP gets government to match fund totalling £4.7m.

Unfortunately hidden legal liabilities ( black hole) along Blackburn Road stands at £2.4m. Woodnook to receive extra £2m+.

Tories still insist on spending £2.3m on good causes.

This should have been laid out on the table as an option for the HMR scheme from the start. East Lancashire has lost vast swathes of the distinctive terraced housing that gives each town it's own unique character, to be replaced with often bland, low spec housing. Much of the housing that was earmarked for demolition had stood for well over 120 years in many cases (a testament in fact to the high quality workmanship and skill of the Victorian era) and it wasn't that this old housing is sub standard as much as times are hard, and people can't afford the upkeep of their houses - it's a struggle to do your weekly shop at the minute, nevermind keeping the heating on in winter. I only hope that other councils in Lancashire look at this and take inspiration - there are thousands of empty homes that could have life breathed back into them using an idea like this. Personally in CPO'd HMR areas, I always thought they should have demolished every 3rd terrace (rather than every street) to create some nice Victorian semis with decent sized gardens...

the last comment was appauling how dare you judge people you dont know, we are hard working good people who want to live in a nice area. I work hard pay my taxes, my children are at university, take your judgemental comments and get lost
