A 27-YEAR-OLD Accrington woman who appeared before Blackburn magistrates in breach of 14 conditional discharges and a binding over was described as ‘childlike’ in her understanding of her social obligations.

The court heard Charlene George had not committed any offences until 18 months ago but since then had become a prolific offender mainly involving theft and public order offences.

And the court was told she is due to appear in court at the end of March when an Order of Protection, which will require her to live in supported accommodation, will be considered.

George, of Rawstorne Avenue, Accrington, pleaded guilty to two offences of shoplifting and two of being drunk and disorderly.

She was remanded on bail for the preparation of a pre-sentence report.

She will come back before the magistrates in April, after the protection hearing has been completed.

Catherine Allan, prosecuting, said it was acknowledged that George had severe mental health problems but in the 18 months since her first ever conviction she had amassed a significant record.

“This can’t go on,” said Miss Allan. “She is a drain on police resources and is causing a significant nuisance for shopkeepers who are simply trying to make a living.”

Peter King, defending, said if it wasn’t for his client’s problems the court would quite rightly deal with her in a robust manner.

“I am able to report that there has been a turning point,” said Mr King. “My client has said for the first time that she is prepared to accept the making of an order of protection at the hearing in March. If that is made and she ends up being supervised in the community the opportunity to offend as she has been doing will not be available to her.”
