Planning officers at Hyndburn Council have recommended the proposal is approved by the planning committee on Wednesday.
A report read: “The site is to the north of the Marshmallows Nursery and is a former Lancashire County Council car park.
“It is currently vacant land with areas of hard standing, long grass and wooden fencing.
“With the exception of the nursery and recently approved swimming pool, the area to the south is predominantly residential .”
A final decision will be made by councillors during a planning meeting, held from 2pm on Wednesday, at Scaitcliffe House in Ormerod Street, Accrington.
