A FORMER bright light of Accrington's nightlife, that's fallen into disrepair, suffered vandalism and has been a target for squatters, could be transformed under new plans.

Plans have been handed into Hyndburn Council to change the old Bailey's Bar and Nightclub in the junction of Church Street and Holme Street in the town centre into a restaurant.

The building, which has been out of use since 2015, forms part of the Accrington Town Centre Conservation Area and has been identified as being of historical and architectural interest, according to applicant Ryan Phillipson.

If the council gives the go-ahead to the proposal, a main restaurant eating area on the lower level would be installed but the original bar and food order section would be retained.

A small raised area will be used for a grand piano to be located along the main seating area, according to documents sent to the council's planning department.

Though themes and names have not been confirmed, the new restaurant is expected to serve pub-style food.

The applicant also envisages opening the restaurant for five to seven days a week with estimated times of opening to be noon to 10.30pm.

A statement handed into the borough council, on behalf of Mr Phillipson, said: "The proposal will introduce a new commercial use to the building, providing much needed local employment opportunities as well as enhancing the visual appearance of the site in keeping with the regeneration proposals for the Town Centre Conservation Area.

"This involves the re-use of an existing building which currently will continue to fall into a state of disrepair and suffer vandalism as well as being a potential target for squatters.

"The application would not have a detrimental impact on the visual amenity of the nearest neighbouring occupiers and the scheme would not result in any significant overlooking or overshadowing to the existing residents within the locality.

"The restaurant would compliment its surroundings, and it is considered that due to the nature of the proposed business and its opening times, that there will be no detrimental noise impact or odour issues."

County Cllr Munsif Dad, who represents Accrington West for Lancashire County Council, said: "It will be good for Accrington that someone is willing to invest money into an area of the town that used to have such a vibrant nightlife.

"It's been sad that a lot of shops have been shutting down in what is one of the main gateways into town but this restaurant offers residents a great option.

"I hope the plans are approved and the restaurant attract people from all over Lancashire to our town."

A final decision is set to be made by the council in the coming months.
