Keenan, 24, of Robert Street, Accrington, pleaded guilty to resisting a police officer. He was fined £75 with £85 costs and £20 victim surcharge.
Paul Huxley, defending, said there had been a public order incident and at first the police said they were going to drive Keenan home.
"Having put him in the car they then said they were going to arrest him and he became upset," said Mr Huxley. "He accepts the police behaved properly in Parva spraying him."
