HYNDBURN residents have been given the chance to voice their opinion on tough new controls on dogs in the borough.

The controversial measures include banning the pets from sports pitches, bowling greens and play facilities as well as ordering owners to keep their animals on the lead in cemeteries and parts of town centres.

Borough parks and open spaces boss Ken Moss said the council had decided to consult residents because of the “sensitive” nature of the proposals.

Dogs are already banned from children’ play parks and have to be kept on leads in the borough’s three cemeteries.

In the online consultation residents are asked if they wish to continue these two restrictions.

They are also asked if they support the banning of dogs from designated areas of council-owned sports pitches, including those for cricket, rugby and football.

Public opinion is also sought on excluding dogs from bowling greens and keeping them on leads in the centres of Accrington, Great Harwood, Rishton, Oswaldtwistle, Baxenden, Church, and Clayton-le-Moors.

Under the new Public Space Protection Orders, dog owners who flout the regulations will face a fine of £75 or penalties and costs of up to £1,000 if convicted at court.

The new system is expected to be introduced next year.

Cllr Moss said: “A new Act of Parliament requires the council to update our own legislation locally.

“We have put forward a number of proposals, based on our local knowledge and are looking to Hyndburn people to let us know what they think. It mainly affects dogs and their owners and we know this is a sensitive area for many people.”
