Darwen road resurfacing projects delayed


A RAFT of planned road resurfacing in Darwen has been postponed amid claims that the town is ‘falling to the back of the queue’ in the borough council’s priorities.

In a list of schemes for the year, only those in Darwen have been postponed because of a council overspend. Works in Blackburn will be completed on time before the financial year’s end this month.

Darwen schemes affected are:

* Atlas Road from Richmond Terrace to Sudellside Street.

* Robin Bank Road from Union Street to Cotton Hall Street in the Sudell ward.

* Bolton Road from The Circus to Wraith Street.

* Earnsdale Avenue from Sunnyhurst Lane.

* Earnsdale Road from Blackburn Road to Harwood Street Manor Road/Inverness Road from Westland Avenue to Belgrave Road/Harwood Street from Avondale Road to Vale Street.

Labour councillor Dave Hollings said: “People will feel they have been forgotten about. For the first time the council has not completed the planned roadworks and they are years behind anyway.

“In the past, people in Darwen have perhaps unjustly believed that Darwen plays second fiddle to Blackburn, but now it is as though it’s gone backwards. Darwen has gone to the back of the queue with this, no doubt.”

Coun Alan Cottam blamed the bad weather early in the year when Darwen’s work was due to be carried out.

He said: “All this has put pressure on financial resources, but I would like to stress to all residents that we are committed to making and keeping roads across the borough safe. We are working with contractors to agree dates for the rest of the work.”

Oh and not forgetting that the council has already spent maybe £1M on salting roads this winter.

What do people want? Gritted roads, or resurfaced ones? If we want both, we need to cough up, coz the council does not get enough grant money to do both. Again, simple facts... unfortunately, doesnt make for sensationalist "knock-the-council" story-telling.

The Council could have easily afforded to do both this year. The Govt gave BwD grant rises of +9.46% in 08/09, +5.96% in 09/10 and +4.95% next year 10/11 - the second highest rise in the country, - well above inflation.

In addition the Council Finance Chief recommends £4m in the reserves. At the end of this year (09/10) £4.8m is predicted to be in the reserves.

So, because this winter was exceptional, why didn't the Council use this extra £0.8m on the roads ?

This would have been enough to carry out the extra gritting, fill the potholes and resurface the streets in already in the 2009/10 programme.

..All I can say is its not a surprise Darwen shunted to back of the line again. When it comes to BLACKBURN with Darwen council Darwen always comes second

What slackerbtch The government are making the council make cut backs. People are unrealistic in what can be done.

Oh the whole Darwen sob story again.."Blackburn does that" and "Darwen doesnt get this"; im not originally from Blackburn OR Darwen, and to be honest, they are two parts of the same urban area, divided by a motorway.

Blackburn doesnt get preferential treatment, it gets more spent on it because it is the larger of the two, has more main roads etc etc.

Of course, if you want to include the rural district, then Darwen is getting MORE roadworks than Blackburn, given all the work currently going on.
