Lancashire County Council is handling 79 claims by residents in Chorley who feel their properties have been affected by Buckshaw Village.
A spokesman for the authority said: "This is a normal and expected part of the process for a development such as this and any successful claims would ultimately be paid for by the developer."
He added: "Residents are able to make claims if they feel that the works have resulted in a reduction in the value of their homes caused by increased noise or other detrimental factors.
"Making changes to the highway network are necessary in order to accommodate the vast increase in traffic movements brought about by the housing development.
"These measures form part of the planning approval given by the district council when the application was considered."
