The committee has been recommended to grant permission subject to conditions controlling time limits, working programme, site operations, hours of working, highways matters, noise, dust, discharge of water, drainage, landscaping, restoration and aftercare.
The extension period is for three years from March 2008-March 2011.
The site is bounded to the south and west by Worden and Buckshaw Woods Biological Heritage Sites and to the north and east by ongoing developments at Buckshaw Village.
It is an existing hazardous waste site and was previously used for dumping ROF factory waste and as a burning ground for old or unwanted munitions.
The application went before the committee on December 12 when it was deferred for a site visit.
Planning permission was granted in February 1998 for the provision of landfill.
Chorley Borough Council object on the grounds that the applicant RO has not provided sufficient information to be able to assess noise generation from the facility and the impact on neighbouring amenity.
Euxton Parish Council have also objected on the grounds that the operations on site were limited to 2008 as a result of the future development expected in the area at that time, which is now well under way.
The parish council say the site is and will be close to family properties and will cause noise, dust and discomfort for those residents.
It is also concerned about potential increases in traffic and surrounding land uses.
County councillor Mark Perks has also raised a number of objections.
One of them is its impact on a nearby retirement village.
He said the retirement homes will be occupied within the proposed time period of this development.
He argues that operations at the site would lead to noise, dust, disturbance, and general pollution and would impact upon the health and safety of residents.
