East Lancs towns 'more deprived than four years ago'

EAST Lancashire is now more deprived than ever before, new figures out today reveal.

The government national deprivation index shows four districts are in the 50 most deprived in England, with only Ribble Valley faring better than four years ago.

The index takes into account economic, social and housing issues to rank each local authority by how badly-off they are.

And the government has singled out two small pockets of East Lancashire as being among the most deprived parts of England.

Part of the Bank Top area in Blackburn was 35th out of the 32,482 areas across the country, with a spot around Yorkshire Street in Burnley listed at 13.

Blackburn MP Jack Straw admitted the statistics were "worrying", but claimed Blackburn had been doing better economically than other East Lancashire boroughs.

He said: "We have to be relentless in pursuit of investment. And things will be getting better."

Blackburn is listed as the 17th most deprived borough in the country, based on the 2007 figures.

This represents a huge increase since the last time the figures were calculated, in 2004, when the borough was 34th on the list.

Out of the 354 boroughs, Burnley has moved from 37 to 21, Hyndburn from 58 to 41, Pendle from 71 to 44 while Rossendale has stayed at number 92.

Blackburn Council leader Colin Rigby said health statistics had been taken into account for the first time, and helped to push down Blackburn's rating.

The borough is ranked the 36th worst of 42 areas of the North West in terms of health.

Coun Rigby said: "It's been a problem that's gone on in Blackburn for generations, and it's a difficult thing to change."

Labour leader Kate Hollern, who was council leader until May 2007, admitted the statistics were "awful".

She added: "Part of it is that other areas have moved faster than we have."

And chief executive Graham Burgess said: "They have changed some of the ways they measure it, which has done us no favours. But we need to make sure this area doesn't slip any further."

Coun James Smith, who represents the Mill Hill ward which the affected area of Bank Top falls into, said he was "not surprised at all" about the poor ranking.

He said: "The Stansfeld Street area definitely needs improving.

"There's a lot of private landlords who aren't looking after the houses as well as they should.

"It's an ongoing problem constituents come to me with.

"It definitely needs loads more money spending on it.

"I have been trying for years to get more money from the Housing Market Renewal scheme."

Coun Dave Harling, the councillor for the Wensley Fold ward that Bank Top also falls into, said that the area had always been recognised as being deprived due to a range of factors including low income, poor housing and a high disability rate.

He said: "It's very worrying - the whole package makes for uncomfortable reading.

"Bank Top has been targetted for funding for a number of years, including investments by Twin Valley, housing market renewal and the PCT.

"But the area needs continued investment. It is not going to be an overnight solution."

Hyndburn Council leader Peter Britcliffe said that the council were aware the borough was climbing the deprivation league.

He said: "Some of the extra grants relating to deprivation have been drying up but the council is working hard with regeneration."

Burnley MP Kitty Ussher said that the figures showed the scale of the task ahead and a lot of work was underway to turn the situation around.

She said: "With the combined effort from national and local government to regenerate Burnley at the moment these figures will improve."

Mrs Ussher said: "We are working tirelessly to attract more jobs to the borough, new and improved housing and the new college campus is being built which can only be positive.

"Better transport links to Manchester are also being planned which should make the area more attractive for commuters.

"Everything that is happening in the town shows just how important regeneration is. It's our top priority."

Coun Denis Otter, who represents the Rosehill with Burnley Wood, which covers the area highlighted by the figures, said: "You only have to visit the Burnley Wood area of town to see that things are not too good.

"There are a large number of properties that have been demolished to make way for new ones that will attract wealthier people - the only way is up!

"People in the area are working hard to try and make things better and the statistically things can only improve now.

"A lot of the old 19th century housing has been replaced with new developments, the whole area really has been blitzed, the law of averages means that in five years time when we come to look are these statistics they will have improved vastly.

"We are at the bottom of the trough now and the only way is upward."

Leader of Pendle Council, Alan Davies said: "Even though the figures do appear to be worrying, I think they fairly represent the changes being made to regenerate Pendle.

"And every cloud has a silver lining. The new figures have meant that we qualify for a neighbourhood renewal fund which means there will be more money to tackle the problems.

"There is a lot of positive work being done in the borough too, especially in Nelson where the work has been planned for years but is only just getting off the ground which should help contribute to an improving future for the borough."

I think that this league table shows the truth about the mess we are in. Never mind the Blackburn neighbourhood voices tripe which is a spin job, why don't our Councillors concentrate on what matters. The LET interviewed public figures who all had a head nodding session, but none of them had an inkling of any plan to sort things out.

You reap what you sow!!

Over 50 years of dimwits running the councils like they were cleaver and forward thinking people. Not one of them can see further than their feet. The whole area of E. lancs has deteriorated over the last 30-40 years and the slum dwelling, lazy, workshy, anti-social don't cares throw trash around, and hang about creating gang style groups who kick the s**t out of anybody they please without any sort of disciplined threat or punishment mean that your towns are no not fit for immigrants of the lowest order.
Money is thrown away by the councils on tin-pot ideas that are ill conceived, and badly implemented. Lets have a new art form costing £85,000 but there's no money for rubbish collection, or cleaning teh streets. Each and every housholder should be made to clean the streets in front of their houses, and anybody who doesn't must be made to pay for somebody else to do it.
No discipline, no responsibility, no caring, and no pride...that about sums up 80% of E. lancs dross.

What a disgrace, everyone from the weak MP to the pathetic councillors and the scouser running the council should feel ashamed of themselves in letting Blackburn and this part of the country down.

A review of their pensions should be undertaken and their final value should be revised down by at least 50% or more.

I recollect last year walking past the leader of the council Burgess on a litter strewn street in town centre and as i looked the guy in the eye, he avoided me and walked past with the arrogance of a man completely detached from reality of the mess in the street.

The comments by WAYNEKERR are spot on for year after year the people of burnley have got exactly what they deserve for continualy voting labour despite labour doing nothing to improve burnley whatsoever exept wasting money on badly thought out schemes such as elevate and schools for the future programes.I for one will NEVER vote labour again.

Long term success in achieving regeneration of any area depends on attracting good quality jobs to an area. Most departments in councils in East Lancashire which are responsible for interacting with potential companies considering relocating to this area are incompetent, unable to think commercially, are not only a waste of tax-payers' money but also actively discourage many companies from considering East Lancashire as a place to put down roots and seek to grow.

Kevin first on the list quotes "The idea that the deterioration in the figures is a blessing because an area can claim more grants is beyond preposterous. It's the equivalent of saying that a bad cut is best because you're then entitled to have stitches instead of a sticking plaster". It couldn't have been put better sadly the cut is big and our lifeblood is draining away and I can't see a way to stop it other than having a mass migration from the North to more sunny and pleasant lands where you will have to work to make a living.
I'm willing to be off and go there. sadly though I will miss the beauty of Lancashire. One consolation I wont be lectured by that closet Tory Kitty Ussher.

I was waiting for an appointment at Montague Health Centre one day when the man sitting nearby spoke to a woman sitting next to him. "Have you got one of these" he asked showing the woman a form for a disability allowance. "You just have to get your doctor to sign it and you can get benefit." They then discussed the various merits of getting this disability benefit and agreed it was a good idea. Neither one of them had an apparent disability and I somehow got the impression that work was an alien concept to them. I tried hard to keep the smile off my face being at the time an employee of the Benefits Agency.

Accy has been ruined by a bunch of corrupt Tories and a New Labour Government, while generous, has given money to the Tories who have wasted it. New Labour have also failed to build a progressive society, and like our local Tories have allowed out of town white flight estates to flourish and ghetto's develop in the vacuum.

No-one seems to understand that a good kick up the backside is required as well as decent social housing. Estate managers sacked, wardens sacked, no bobbies on the beat for years. Soft policies on housing and benefits.

Given that the Government has given Hyndburns Tories £200million extra to make things better how they see fit, it's clear where most of the blame lies. It's shocking to see how much of it has been wasted.

I used to live on Stansfeld street and when the council said there were grants available, like a fool i applied. Only to be told that bank top was Johnson street not Stansfeld street. It appears to have now moved back to Stansfeld street. Hopefully this time what houses are left might get a grant to improve rather than Johnson street. It's called equality

You want to blame someone? Blame the council, and more to the point, Twin Valley Homes.

These two companies dont give a hoot about what happens, nor what the town looks like.

The money needed for our living areas would rather be spent heavily on a Mall, which isnt going to be ready for years, AND isnt going to bring anything to the town right now.

I mean, take a look at the flats pictured. I live in flats like that, just around the corner, and we have walls made of shabby plaster, heating and heaters from the 60's, and the energy efficiency is diabolical!

Still, even though we may be the 35th worst, the town wont do anything about it, you know. Twin Valleys dont give a care in the world, and the people who work for them are the worst mannered people Ive ever had the misfortune of talking to. Book appointments, they arent kept, and if they are, the people come around too early, too late, not at all or have an attitude. They sit outside for hours doing nothing and getting paid for it, and it is this cowboy attitude from the Council and Housing Assoc. that is making this town go to pot.

It isnt just Bank Top. Thats an unfair thing to say. The whole town is the same, with the odd exception.

The council doesnt even have plans to replace the aerials on Communal areas for the DIgital Switchover.

Wheres the Council Tax going!? Church Street Development? The Mall extention? the WRONG THINGS, if you ask me...

Dave, Darwen is right about the statistics but the fact remains that Burnley measured by any yardstick is a deprived area.
The problem is how this should be remedied and many of the comments regarding layabouts may be true but they are not the cause of the problem they exist even in the better off parts of the country.
Any remedy has to be start with the economy. Bill Clinton once said that "it's the economy stupid" and so it is.
If the local economy is robust and wealth creating there are opportunities for well paid employment providing money which is spent locally creating more employment opportunities. Most of the better off areas of the country and I live in one, have major employers eg in my area, Honda, BMW, aircraft manufacture and government offices.
Kitty Ussher and the rest of the labour MPs need to be asking why it is that government can provide incentives for firms to open up in the south but can provide only charity for northern areas of the country

Dave Smith has an answer for everything always pointing the finger somewere else if he got off his backside and did something we might not be in this mess in the first place.
A point to note is that everything went wrong after Kate Hollern took over the Labour party she has a lot to answer for she has been paid plenty and done nothing. Anyway I have herd on the grapevine that the Labour party are very split and want to Kick her out the sooner the better.

Is Blackburn becoming ungovernable. Stories of Anti-Social behaviour rife on the streets. A poorly implemented Town Centre Re-Development Plan. And yet the council appears to be scoring well according to recent Performance Assessments by the Audit Commission who cstegorised it as improving - performing well - consistently above minimum requirements. Who do we believe. The problem is that Blackburn does not have minimum requirements it has really major requirements. Other Authorities in the North West - Liverpool (1st), Manchester (4th, Knowsley (6th) and Blackpool (12th) all score worse than Blackburn. I think that there has to be a fundamental realization that Blackburn faces very real problems of sustained long-term decline that window-dressing like the rebuilding of the twon shopping preceinct will not address. Blackburn faces as equally big socio-economic problems as some of the big inner London boroughs like Hackney, Tower Hamlets, Newham & Islington. It is not an enviable position to be in and clearly things are getting worse fast. This is clearly the time for fresh thinking including maybe representation by an MP who is going to spend time pleading for Blackburns case and less time becoming embroiled in internicine cabinet politics. Dare we think the unthinkable? It is clear that things cannot go on as they are. This was a really important story for the Telegraph to highlight and I hope that they will spend more time looking into this issue as there is an awful lot more here to focus on.

She is clearly clueless about what is going on locally and within her own Government. She needs to spend more time in her constituency.

And she would do well to read the LET's news story at the end of last week covering Labour's refusal to spend any money on rail improvements from Blackburn and Darwen into Manchester. What makes her think Burnley will fare any better?

Perhaps she and Jack Straw should consult?

Interesting, in Pendle corrupt local councillors who happen also to be lanlords are doing up thier own properties and filling them full of social effluent.Why has this been allowed to happen .Are the government afraid of a racist tag by challenging this practice and why are the Liberal majority on Pendle BC ignoring this ?

Why is this a surprise?

Anyone that sets foot out of Burnley occasionally must see that the town is the cess pit of the country.

The only thing good about it is the beautiful countryside in which it is set that you can look at as you leave.

The sad fact is that there is a large proportion of the population that are anti-social lazy scumbags that only want to drain the system of everything that they get.

This results in higher Council Taxes for those that contribute because there are so many people that are "exempt" from paying in to the system but are quite willing to drain it.

The result is that there is little left for the infrastructure and the basic services that are required to make the borough a pleasant place to live.

How can Burnley be SO different to Ribble Valley? The answer is clear, more people paying in to Ribble Valley, less people draining the system. The result - the Council has the money to spend on the borough and it shows.

Drive around Burnley and look at the filth and then drive into Whalley, you could be in a different country.

The Government needs to get tough and shove the political correctness. We need to get some common sense back into the system and stop allowing lazy anti-social filth to bleed us dry.

elevate is a joke,what have they done exactly?built a few houses.when your coming into church from blackburn rd theres signs saying,welcome to hyndburn and elevate etc,then theres nothing but old boarded up buildings.a joke.oswaldtwistle is becoming nothing but a car park for ossy mills.everytime you look they have flattened more land for carparking.we should build decent social housing at a price people can afford rent on.east lancs is very deprived and its a **** shame.

Perhaps East Lancs, doesn't carry the same credit rating as many other parts of the Country ? Many places that "appear" to have prospered, most have been propped up on easy credit, watch the ivory towers soon collapse.

Can the press ask Hazel Harding, Leader of Lancashire County Council along with all our East Lancashire Labour MP's why we are in this state...but I am sure they are too busy filling in claim allowance forms and notching up milage. Some of them may have been too busy shopping at John Lewis to have noticed the deprivation of East Lancashire. Now LCC have an office in Brussels we may see an improvement, perhaps Mrs Harding will come out of her ivory tower and ask her colleagues in Brussels for assistance.

Every citizen in the land would be richer by far if we could stop the political elites from destroying wealth.
