Burnley menace, 14, gets ASBO

ASBO: Charlie ‘Charlie Chipps’ Green
A YOUNG troublemaker from Burnley has been placed under a series of curbs to prevent him from running amok in Rosegrove and Lowerhouse.
Police have secured an anti-social behaviour order (ASBO) against Charlie Green, known as Charlie Chipps, to try to control his antics until he is at least 16.
But an attempt to ban him from a wide area of Rosegrove failed during a hearing at Reedley Magistrates Court.
His solicitor David Leach successfully argued that the restriction would be too onerous for the teenager.
Green, 14, of Liverpool Road, has been told by magistrates he must not use threatening or abusive language, which includes making rude gestures.
He has been arrested for no fewer than nine kinds of offences in recent months, and has been warned about throwing items at people.
He has also been banned from hanging out with two named accomplices – and must not approach or intimidate three victims he has tormented previously.
Part of the ASBO also bars him from riding or being carried on a motorbike on any private land in Burnley.
But the court did not uphold another order, set to expire on Sunday, which banned him from going to Anglesey Avenue in Lowerhouse unless he was accompanied by a responsible adult.
The same order had banned him from entering the grounds of Hameldon Community College, Shuttleworth Community College or Lowerhouse Primary School unless taking part in an educational activity.
He was also prevented from attending Kiddrow Lane’s health centre unless he had a pre-booked appointment or it was an emergency.
Inspector Nick Hodgeson said: “Anti-social behaviour is a key concern for local communities and the police, along with partner agencies like Burnley Council, take a very firm stance on it.
“Hopefully this ASBO will help reassure communities.”

But of course, this would be an 'invasion of his human rights' - instead, he 'must' be able to stay were he is, do what he wants, be arrested numerous times for breaking his asbo, and cause misery to peoples lives. But don't worry, when he gets caught, the punishment is extremely severe - he gets told 'your still being a naughty little boy - don't do it again, or we will shout at you once more'.
Pathetic isn't it!

If this youth dosen't turn his life around, he will eventually finish up doing a life sentence.

Unfortunately, it is the system that lets us down, this young child has been in trouble that many times, and only received warnings. You can only warn some one twice, the third time it as to be some serious punishment, away from civilisation, and amongst person who can make his life a misery, sauce for the goose is sauce for the gander.

Whatever the reason or cause something has to be done to stop him interfering with ordinary peoples lives. If it’s a mental problem which seems to be the case then treat the problem. If it’s just a case of upbringing then he should be looked after elsewhere. Probably attention seeking knowing that what effect his misbehaviour has will provide just that. Whatever!
But something constructive has to be done and ASBO’s have not made much impression on him so far. Stands a good chance he’ll just turn out to be a menace to everyone all of his life unless a proper family environment, medicinal or lawful judgment can be found without any further delay.
Obviously a troubled youngster!

As to 'obviously a trouble youngster'. You mean like the thousands of other 'troubled youngsters' around this country that have been allowed to get away with their behaviour because they know the law won't touch them, and they know perfectly well if an adult touches them eg gives them a good walloping which they rightly deserve TBH because clearly they might not be getting that at home (this is what happens when people have children usually at a far younger age, behaviour is taught at home usually and just copying what the parents is like, so they are just replicating this out on the streets, they aren't taught right from wrong because the parents don't know what this is either nor care for that matter).

Sorry but some people are born this way, nothing to do with any 'problems' ... in the 80s it was 'e numbers' and the excuse that went with them ... it all boils down to one thing: the parents of these children and the child themselves not being nor being capable of taking responsibility for their own destructive actions. In the old days it used to be the excuse 'it wasn't me it was someone down the road did it'. Exactly the same thing still goes on now but with bigger and better excuses, now it's something 'medical' ... no, it's because people are incapable of taking responsibility they are the ones to blame, no one made them act like that.

ASBOS are a waste of time, they were years ago - kids being sent on expensive holidays and still are, what do the victims of these people get? nothing! they get no support, sod all after these savages have torn through their lives and the worse thing is, these days they are getting younger and younger, how many times have I seen a very young child with a brick in their hands in some rougher areas, egged on by the older children and, very disturbingly, by 'adults' sometimes to smash someone's window ... These are no longer children's games but something entirely different.

It's a total joke anyway when you consider that adults can be sent down for failure to pay a TV licence, council tax yet these tikes get away with murder and aren't touched by the law. Something very wrong with justice in this country if you can be imprisoned for those things above yet you act like this tike has you are left to continue.

No excuses, deal with them appropriately. By removing them completely from the areas they live in and punishing them.

bring back fear in their lives and see the difference.
every kid will push to see how much they can get away with,and when nothing is done to stop them they push harder,asbos are a joke,try talking to them they tell you to fick off.

Instead, whoever he chooses to victimise has to turn the other cheek and let him do it for fear of criminalising themselves because of our pathetic legal system that protects him instead of punishing him.

If these kids can't or won't abide the Law, take their liberty, it's not hard, the Parents should be made to suffer the hands of the courts too, if they can't control their kids they shouldn't have them in the 1st place, it's a case of Monkee see monkee do, with most of the scum we put up with these days.

He was respectful, polite and was quite happy to help me lift and carry some stuff, without being asked.

I knew he was no angel... he was wearing a tag, but I treat people as I find them.

I don't know his mum, but his uncle is a fine, upsanding member of the community who is definitely known for a firm but fair attitude. He's put a lot of time Charlie's way, so I don't think it's fair to put a general blame on his family. Charlie has to want the help adn support.

These stories are never as black and white as you read them and I'm sure there is a lot more to the story that we don't know. We shouldn't really be so quick to judge.

Maybe if I hadn't met him I'd have posted something different. It made me think though.

it's a shame that one kid gets so much attention when there are hundreds of young people in Burnley doing good things, thing is they don't make as good a story because they do it every single week.
Some people just read the paper and take it as gospel and tarnish all of us with the same brush.

don't be fooled by any comments made on here about him being a misunderstood young man!
this boy knows exactly what he is doing, he is remorseless and persistant, he picks on vulnerable people, with his usually plentiful chav friends, who usually are found smashing something or someone!
what i can't understand is why this person continually is handed out the asbo 'punishment' as it clearly fails to prevent him commiting further crimes. and why an asbo that applies to 1 area should not be upheld in another area which he is notoriously known for the same behaviour!?

You're right though, clearly the ASBOs aren't the right punishment for him. I think they only work on cases where there the person has a fear of losing something such as money (fine) or independence (prison) if they breach it.

I don't know what would work. If I had the solution to stop young people bahaving badly I'd probably be a wealthy person!

Burnley Student - we all know there are good, young people out there doing good things in the town. Maybe we don't appreciate them enough.
