A YOUNG troublemaker from Burnley has been placed under a series of curbs to prevent him from running amok in Rosegrove and Lowerhouse.
Police have secured an anti-social behaviour order (ASBO) against Charlie Green, known as Charlie Chipps, to try to control his antics until he is at least 16.
But an attempt to ban him from a wide area of Rosegrove failed during a hearing at Reedley Magistrates Court.
His solicitor David Leach successfully argued that the restriction would be too onerous for the teenager.
Green, 14, of Liverpool Road, has been told by magistrates he must not use threatening or abusive language, which includes making rude gestures.
He has been arrested for no fewer than nine kinds of offences in recent months, and has been warned about throwing items at people.
He has also been banned from hanging out with two named accomplices – and must not approach or intimidate three victims he has tormented previously.
Part of the ASBO also bars him from riding or being carried on a motorbike on any private land in Burnley.
But the court did not uphold another order, set to expire on Sunday, which banned him from going to Anglesey Avenue in Lowerhouse unless he was accompanied by a responsible adult.
The same order had banned him from entering the grounds of Hameldon Community College, Shuttleworth Community College or Lowerhouse Primary School unless taking part in an educational activity.
He was also prevented from attending Kiddrow Lane’s health centre unless he had a pre-booked appointment or it was an emergency.
Inspector Nick Hodgeson said: “Anti-social behaviour is a key concern for local communities and the police, along with partner agencies like Burnley Council, take a very firm stance on it.
“Hopefully this ASBO will help reassure communities.”

They should force him into the army and let him learn discipline - that would act two fold - 1) protect the people of the area where he is terrorsiing, and 2) prevent him from being in the areas he's banned from - therfore unable to 'break his ASBO'. But of course, this would be an 'invasion of his human rights' - instead, he 'must' be able to stay were he is, do what he wants, be arrested numerous times for breaking his asbo, and cause misery to peoples lives. But don't worry, when he gets caught, the punishment is extremely severe - he gets told 'your still being a naughty little boy - don't do it again, or we will shout at you once more'. Pathetic isn't it!

kids of today fear nothing thanks to all the interfering from the do-gooders.
they know full well if you raise an hand to them they will sue etc.
bring back fear in their lives and see the difference.
every kid will push to see how much they can get away with,and when nothing is done to stop them they push harder,asbos are a joke,try talking to them they tell you to fick off.
borstal would sort this blert right out.
