Anger over plans to close 3 waste recycling centres in East Lancashire


COMMUNITY leaders have reacted angrily over plans to close three waste recycling centres as part of cost-cutting measures by Lancashire County Council.

Following a four-year consultation the council is once again reviewing its waste collection services with sites at Langho, Longridge and Park Road, Padiham, under threat of closure.

The sites could be closed down as early as next year to help plug a £12.5million hole in the council’s budget.

Bosses at Ribble Valley Borough Council have strongly objected to the proposals stating that the sites were used by thousands of people every year.

The Langho (Petre) HWRC, in Whalley Road, which has been open for 29 years, serves around 16,000 people, and processes around 4,200 tonnes of waste each year.

Councillor Robert Thompson, chairman of the Community Services Committee, said the council had been inundated with calls from residents concerned about the withdrawal of a popular and well used facility.

He said: “We are very concerned about the implications of the closure as it will effects many residents in a number of area’s including Langho, Wilpshire, Read and Simonstone.

“We will be writing a strong letter objecting to the closure in a bid to get the county council to reconsider.”

A report to the Community Committee stated that the closure of the sites could lead to a dramatic increase in flytipping.

It said: “The effect of this will be felt by the street cleansing team whose resposibility is to investigate and deal with flytipping and any increase will impact on their primary duties to keep the streets of the Ribble Valley clean.”

Lancashire County Council has stated that because of the additional kerbside recycling collections there was less need for people to rely on Household Waste Recycling Centre (HWRCs).

Marcus Hudson, head of waste and minerals policy at Lancashire County Council, said: “A task group of members is now looking at the various options and will make a recommendation to the council, which will make the final decision.

"Any changes to the service that come out of these recommendations will not take place before April 2011.”

Absolute madness as a frequent user or the langho site what am I supposed to do with my rubbish dump it on my lawn?
The Ribble valley is a beautyfull part of the country closing the site will only lead to its deterioration.
Maybe I should join the dont give a t-ss brigade and start throwing fast food wrappers from my car like many of scumbags already do.

No. Dont dump your rubbish on your lawn or throw fast food wrappers from your car window. Dump all your waste on the lawns of the 'executive' houses that have recently sprung up next to the tip. What's the betting that they were given assurances that the tip was closing before the houses were built and sold. Smells of a stitch up between the builders and the council to me, or am I just cynical?

I agree with Mike Costa. When I last visited this refuse centre, the new homes had just been finished immediately next door to the site. They share the same fence and some homes overlook the tip. I'm sure many people who have visited, myself included, thought what a stupid place to build these homes. About as sensible as building on flood plains! The residents will hear lost of unpleasant noise during opening hours (I used the metal skip, imagine the noise from that one alone!) and there will no doubt be unpleasant smells come the warmer months. What will Environmental Health do if or should that be when the residents complain - ask their Council colleagues next door to put up signs requesting users of the refuse centre throw in their items gently?! Or restrict opening hours. It will just add weight to the argument for closing the place.
Give it another 18 months, 2 years and this refuse site will be closed and homes built on it. It's not so much a proposal, but a certainty.
Finally, what a great job title, "Head of Waste and Minerals Policy", only a Council could think up that one!

i think they should close whinney hill tip down because it stinks and some of the staff are cocky, they need to realise its not their tip they only work there
