Council tax benefit changes could cost poorest Blackburn claimants

CHANGES to council tax benefit nationally could cost the poorest claimants in Blackburn with Darwen between £250 and £300 a year.

The borough has produced a preferred option to meet government targets of imposing a 20 per cent minimum charge on all recipients.

The poorest households in the authority area currently get all or most of their council tax paid by the borough.

Burnley and Rossendale councils have also proposed a similar figure while Hyndburn and Pendle are still consulting on the actual numbers.

However they are likely to follow suit with only Ribble Valley in East Lancashire looking at absorbing the cuts proposed by Westminster.

All six boroughs are consulting on a local scheme to replace the current national benefit in line with central Government policy.

Rossendale became the first council to publicly debate a figure last week at their cabinet meeting.

Now Blackburn and Burnley have produced a preferred option of a 20 per cent minimum payment for all claimants of working age.

Pensioners are protected but groups forced to pay more include the low paid, and families with young children.

A Blackburn with Darwen spokesman said: “The Council is proposing that the current calculation of council tax benefit should remain, however, once the calculation has been made, all working age claimants will have their award reduced by a percentage. At present it is estimated that this reduction will be about 20%.We’re consulting with residents at the moment on everything to do with the changes.”

Borough leader Kate Hollern said: “I think the proposed benefit changes are going to cause extreme hardship and make it better for many families to be out of work rather than in it. The council tax benefit changes in particular are going to hit low paid families in work extremely hard.”

Blackburn’s band C council tax bill for 2012/13 is £1,316 making a 20 per cent contribution £263 annually, £5 a week; Band D is £1480 so 20 per cent is £296, £6 a week.

Ribble Valley council are hoping to absorb the changes, possibly cutting entitlement to all other claimants by 12 per cent to keep full exemption for the poorest, or imposing a 10 per cent minimum, half that proposed for Blackburn.

Not only this but the spare room payments too. They know full well that most won't be able to pay it and will go out robbin if they are forced to but if the amount that a person receives and benefits is as it says ' the minimum amount that you need by law to live on' then I am sure that solicitors are rubbing there hands at all the cases to come forth.

but we are all in it together? obviously why hmrc persued vodaphone so hard over its £6billion tax that was unpaid or the reason why people like pte shelton who lost a limb in afghanistan are no longer viewed as disabled. hope everyone benefitted from the £9billion olympics and enjoys the idea of another £7 million spend on the road at the wainright bridge in blackburn. pity the pfi funding the blackburn royal didnt include the old workhouse because that is where many of us are heading come next year. wonder if dave cameron and his mate gideon will come up north to talk to voters and explain how its all for our own good?

Having so many poor people from places such as India, Pakistan and Bangladesh puts a huge burden on the services provided by the council.

Cut down on the massive families, poor diet and reluctance to learn the language of where you now live and there wouldn't need to be an increase.

What a prat you are! The welfare state is in the situation it is in because of our liberal attitude to immigration etc.
1) put a cap on the number of children a family can claim tax credits for etc - i.e. 2 max!
2) re vamp the legal system and remove the right to appeal continually on the grounds of ridiculous clauses e.g. 'a right to a family life' (even for convicted criminal asylum seekers!)
Audit the bent bankers who raped the financial system then sailed off into the caribbean on their yachts - bring them to book and start seizing assets. Fortunately we live in a civilised society where tolerance of others and the freedom of speech is enshrined in law. Unfortunately there are still some countries in the world where their citizens do not enjoy such privileges and where women are institutionally subjugated by men and are prevented from making their own choices about who they marry, who they associate with and even in some countries are not permitted to leave their homes without the permission of their husband or a male relative.

In the United Kingdom anyone can overtly follow whatever religion that they choose to whilst in many other countries people are not given that freedom, on the contrary, their religious freedoms are suppressed and often criminalised. In this country, whether you are a Christian, Jew, Hindu, Sikh, Muslim, Atheist or any other belief you are treated equally and that principle is legally protected.

Band A council tax in England (for properties up to £40,000 in value) pay an average of £845 pa. The top band H, for properties valued at over £320,000, pay an average of £2,536. The house values alone should tell anyone how outdated the banding system is, because houses worth around £100,000 now are still on band A. The valuations haven't been reviewed since 1993.
Someone in a one-bed flat is now paying the same as someone in a 3-bed terrace. Whilst at the other end of the scale, anyone living in a £320,000 property is paying the same as someone in a 30-bed mansion worth millions: an average of just £2,536 a year. Someone on a salary of millions a year can easily afford to pay more council tax, but people on £71pw JSA are being asked to pay 20% of the council tax that they currently are exempt from because of their low income.
This is the most unfair aspect of the council tax.

After much thought and deliberation, I have decided that the Panorama documentary on Shadsworth, was the Governments way of getting people on side for some huge benefit cuts, then we would all cheer when the 50'' TV brigade lost their homes and benefits etc. Meanwhile the banksters are taking all the money they can from the Government it quantitative easing and no one says a word. I was outside the town hall on Friday watching a whole series of Blackburn residents who required assistance.

Poor diet is a problem across the borough, not just within certain sections of the community. You only need to see the size & demographic of the queues outside Greggs & McDonalds at any lunch-time to know that.

There are huge families on the Shadsworth estate and most other white council estates - again, I'd question why you have singled out the Asians unless you are just trying to be provocative.

The reason I mentioned that there were high levels of truancy in our most deprived areas is that you suggested that there was a reluctance to learn the language in the asian community. The majority of asians that I know speak very good english and it tends to be the elders that have struggled - no different to an english person going to a foreign country. There is also a 'reluctance to learn' in our own society.

Like I've said a couple of times already, if you present a balanced point of view, rather than focusing on a specific section of our borough, I'd maybe have a little bit of respect for your views; but as you just want to spout uneducated, unbalanced opinions and seem quite happy to shoot other people down for questioning what you have said, I see you nothing more than a pathetic ignorant little troll.

This is generally true where i live also. One family of immigrants started up no less than 4 separate businesses in two years, and now employ about 50 people.

If this country were ever to become a low tax nation, and stop giving hand-outs to people, my belief is that most of the immigrants would be OK. They generally have a work ethic and close family ties to support them in difficult times.

The people who would be all at sea, would be the generations of benefit-dependents that are already here. Their misplaced sense of entitlement would be their downfall.

This includes all the dead-wood in the public sector, who would not cope in the real world, as well as parasitical chav trash like resident halfwit, jack daniels.

Now saying that the Asian community (meaning India, Bangladesh and Pakistan for this exercise) only makes up about 30% of the population, it’s no surprise that the majority of them are of a white back ground.

Of the Wards on the website that saw the highest proportions of children living in poverty were: –

Shadsworth with Whitebirk (48.1%)
Audley (41.5%)
Wensley Fold (40.7%)
Sudell (38.9%)
Bastwell (37.2%)
Half of the above areas have an exceptionally high percentage of residents from an Asian back ground. Surely you have to agree that having a population of only 30% asian heritage yet living in 3 of the 6 most impoverished strongly supports my comment.

Ethnicity 77.3% White
20.4% S.Asian
1.2 Mixed
0.6% Black
0.5% E.Asian and Other

These figures have been taken from the council’s website. So the asian community takes up 20% rather than 30% of the community you suggest.

Out of a population of 147500 (2011 census), approximately 30000 are Asian.

Lets have a look at those wards by working age:

Shadsworth - population of 4900, 40.4% are claiming DwP benefit which is 1980 residents.
Audley - population of 5100; 29.2% are claiming DwP benefit, which is 1489 residents
Wensley Fold – population of 4300, 37.8% are claiming DwP benefit which is 1625 residents
Sudell – population of 4100, 34.4% are claiming DwP benefit which is 1410 residents
Bastwell population 4700, 25.4% are claiming DwP benefits which is 1193 residents

2 out of the above wards would be classed as predominantly asian, the other 3 predominantly white. The two asian areas have the lowest proportion of working age residents claiming benefits. Still think that the asian community are more of a drain our society than some of our own? If you look at the stats further down where you got your information from on the council’s website:
“In 2010 Blackburn with Darwen was ranked as the 17th most deprived local authority in England (rank of average score). Eight small areas were classified as being in the most 1% deprived areas in England. These areas were found in the following wards:

• Mill Hill
• Shadsworth with Whitebirk

Wensley Fold – already covered above
Mill Hill - population of 4100, 28.4% are claiming DwP benefit which is 1164 residents.

1 out of 4 of these areas would be classed as Asian and yet again, the lowest proportion of benefits claimants is in the Asian area. Hopefully you are seeing the picture a bit clearer now.

I say no to any percentage of tax on the the sick , disabled, unemployed or the low paid, why on earth was social security, set up for in the first place,to aid people in need, the sick the poor, the vulnerable of our societies, It could well be your turn tomorrow, God forbid, you could become unemployed, sick, or severely. disabled, where would that leave you, most probably in dire straits, along with most other working/ middle, class families, whom have not managed to save nothing over the years for one reason or another, so think twice. whats more it is our money, that we have paid into the system and should rightly go to the needy in this Country.

There are huge families on the Shadsworth estate and most other white council estates - again, I'd question why you have singled out the Asians unless you are just trying to be provocative.

The reason I mentioned that there were high levels of truancy in our most deprived areas is that you suggested that there was a reluctance to learn the language in the asian community. The majority of asians that I know speak very good english and it tends to be the elders that have struggled - no different to an english person going to a foreign country. There is also a 'reluctance to learn' in our own society.
