Flytipping crackdown: 3 are fined

A CRACKDOWN on illegal flytipping has seen three residents slapped with a total of £1,583 in fines.

Simon Smith, of Hozier Street, Blackburn, and Andrew Mathews, of Cornelian Street, Blackburn, were charged with not disposing of their rubbish properly.

The court heard that piles of bin bags were found fly tipped to the rear of both men’s homes.

James O’Rourke, of Sumner Street, Blackburn, was also charged with dumping household furniture in a back alley near to his home.

Evidence recovered pointed to the defendants.

Their cases were brought before Blackburn Magistrates Court by Blackburn with Darwen Council.

Mr Smith was fined £110, ordered to pay £100 costs and £15 victim surcharge.

Mr Mathews was fined £600, ordered to pay £400 costs and £15 victim surcharge.

Mr O’Rourke was fined £228, ordered to pay £100 costs and £15 victim surcharge.

Councillor Faryad Hussain, executive member for environmental improvement and sustainability, said: “The fact that we have prosecuted three people in such a short space of time shows that we do not tolerate this sort of behaviour.

“This is an important issue to many people.”

It's great to see the council taking a pro-active approach towards fly-tipping. Blackburn with Darwen Council recorded a 28% fall in fly-tip incidents in 2011/12 and made 28 successful prosecutions (13th highest in England), however, an estimated £300,000 was spent on clearing it up.
