PUBS are dumping beer bottles and other waste in street litter bins in a bid to beat waste charges, a council said.
Now Hyndburn Council has launched a crackdown after identifying 13 problem hotspot sites across the borough.
In recent weeks the authority said it has found some litter bins overflowing with commercial waste from pubs.
Under a new scheme in the borough, signs will be put in place warning businesses they could be fined £1,000 if caught.
Businesses in the area are able to recycle items like glass bottles for free if they sign up to a waste contract with the council.
Coun Peter Clarke said: “Householders and busin-esses have a legal duty of care to dispose of their waste correctly and not to dump it in the litter bins or surrounding areas.
"There is no reason to dump the waste as the collection is free.”
Offenders will be warned initially but if caught again they will be fined.
“At certain locations our street cleaners are finding increasing amounts of general household waste and waste from businesses overflowing from litter bins.
“This is not only unsightly but means that residents are struggling to find a street bin where they can dispose of litter while out and about in Hyndburn.
"There is no excuse for this kind of behaviour.”
Stickers are to be put on bins throughout the borough in the coming days.

how can he prove local pubs are putting bottles in the bins... could it not be customers walking between pubs?
