A BLACKBURN dad has said a residents’ parking scheme is targeting him for cash every time he changes vehicles.
When Gary Wearden changed his car last year, he received a ticket within hours of the car being delivered to his home, where a residents parking scheme operates.
The Heyhurst Road resident was unable to get the ticket cancelled in spite of being able to prove he was a resident and was unable to apply for a new car permit until his insurance documents arrived.
Having paid the ticket, he pledged he would have paperwork ready in advance if he changed cars again. When the 47-year-old bought a car in December, he had everything ready beforehand.
But in spite of displaying a valid permit from the start, he says he’s had two tickets, one in January and one last week, since changing his Ford Escort for a Vauxhall Astra.
He has had to make numerous trips to Blackburn with Darwen’s council offices, in spite of having the relevant paperwork.
The self-employed painter and decorator, who lives near Blackburn College said: “It’s just bureaucracy gone mad. Every time I go in to complain they say, ‘Come back tomorrow’. But like most people I have a job to do and can’t spend all my time there. If I can prove I am a resident and have done all I can to show a permit, why can’t they use some common sense?
“I think most people get fed up and pay the fine, but I did that the first time. This time they can’t even explain why I’ve got a ticket. It says not displaying a permit, but I took photographs to prove I had. It’s just a way to make money.”
The tickets issued recently say a valid permit was not displayed and Mr Wearden has tried to speak to officers to show them paperwork and pictures of a permit being displayed.
Blackburn with Darwen Council said they cannot comment on the recent issue of tickets but that last year the fine stood because Mr Wearden did not have a valid permit. The council said they had a record of Mr Wearden’s newly approved permit which he applied for in December.
A spokesman said he needs to make challenges through the proper channels: “We recommend Mr Wearden contacts the Traffic Enforcement Centre and asks for the order to be revoked or that he seeks legal advice. It is recommended that Mr Wearden makes any challenges as soon as possible.”

This is unfair to other car owners and other residents in other area of the Blackburn with Darwen.
People like Mr wearden are selfish it's alright for him to park his car in other part of the Borough without parking restrictions and people from other part of Blackburn cannot park their cars in his street.I have no sympathy for him of his fellow residents.College and Hospitals should provide more car parks.There is a multi storey car park at Feilding Street never used.

"The council said they had a record of Mr Wearden’s newly approved permit which he applied for in December."
If he has recently been issued a ticket then this would suggest that the enforcement officers have not been made aware of this fact and that thier computer systems have not been updated.
Unless there is more to it that is not being reported?

Vehicle Excise Duty is also known as vehicle tax, road tax and car tax and is a tax paid for most types of vehicles which use or park on public roads.Prior to WW2 this type of road tax was paid directly into a special road fund for road construction.
Duty on beer is NOT to use pubs. You could have bought beer and brought it home and you'd have still contributed to VAT.

So it is not really a "tax" as it can be avoided if you do not use public roads.
I am unsure on the Beer Duty but I am certain that this is paid by the breweries and included in the cost proce of any product they sell? (I could be wrong)
