Regeneration boss homes in on own planning approval
4:26pm Friday 14th December 2012 in News
BLACKBURN with Darwen regeneration boss Dave Harling is looking to do a bit of redevelopment himself — at his own home!
The Wensley Fold councillor has applied for planning permission to knock down the garage attached to his Selborne Street house and replace it with a new dining/utility room.
Because he is a senior borough councillor, the application has to be considered in public by the local authority’s Planning and Highways committee. Officers have recommended that the “modest addition” to the end terrace house on the corner of Rutland Street is approved at its meeting next Thursday.
This is despite the fact that in future Mr Harling will have to park his car on the street instead of in the garage, but the officers say there is space on street for an extra vehicle.
“When the decision is considered, Mr Harling, who is a member of the committee, will be barred from taking any part in discussions.

* all planning applications by Councillors (irrespective of seniority) have to be dealt with in this way.

As this is will be considered at a public meeting, I guess other residents will object if they think it is a problem.

"Cllr Dave Harling lives in a quiet residential street, the details of which may be found on the web. These can then be placed in the search facility of Google Earth and then the property viewed from above. (Have a look for yourself and then form an opinion, like I have.)
It's a decent sized family home, with potential. Have not seen the plans, so I'm only guessing her/here, so don't bite me if I go wrong...
Daves wife wants rid of all that junk in the garage, which never gets used, giving her somewhere nice to sit and I can't blame her for that.
If they bolt-on a decent conservatory to the house, it has hidden benefits all round.
When the Sun shines during the Winter months, as it sometimes does, solar heating for the house is provided. You wouldn't believe how hot it can get in a conservatory that has a Southern aspect, as this one will have. (My brother has a grape vine in his and amuses the guests with, this house wine, literally, as it grown from that raggedy thing over there.) They should expect temperatures of low 70's in Winter and above 120F in Summer on moderate days. Saving on the home energy bills, greenhouse gases and the cluttered-garage-wif
e-nagging- headaches. Like us all, Dave likes a quiet life. Moving on..
There is ample parking, (not valet,) to both the front and side of the house, for Daves family, friends, guests and some of the in-laws,

I refer you to, Article 11, EU fundemental rights, where it states..
Everyone has the right to freedom of expression. This right shall include freedom to hold opinions and to receive and impart information and ideas without interference by public authority and regardless of frontiers. The freedom and pluralism of the media shall be respected. Endquote.
In my considered opinion, you have violated my rights here. You may feel the need to refer to your legal dept before continued obstruction of what I write.
Am more than willing to go to jail for my opinions, are you prepared to do the same, for denying my rights?

Everyone, regardless of skin type or colour, religeon or lack thereof, has the right to an opinon, whether it be right or wrong, it's not for me or you to judge, in this country we tend to leave it to the majority opinion, as we mumble and mutter in a corner about how wrong the World is around us.
Consider this..
If someone is venting their spleen on these columns within the bounds of the rules, whom are we to judge?
We may reply, give a differing opinion, and yet feel that we have done our bit towards rejection of ideas that do not fit within our moral scope nor more.
This town is full of things that many could find objection to, Mosley St, Charles Napier and many other names of places, yet through ignorance, they just carry on, doing that which brings in the daily bread for them.
To utterly sanitise a culture by removing all controversy is to make us all clones or drones. We humans thrive upon being different, it's within our genes to be us, me, unique, and the children we produce, will do the same.
Eugenics died a death that was well deserved, but we should enjoy the opinions of say, sens c ble, and attack the subject and not the person.
Am a left hand nut, sens c ble, a right handed one, it doesn't mean to say that we cannot shake hands and agree to disagree, then carry on to bish, bosh, bash each others opinions, does it?
You never know, sens c ble might be a woman, a truly scary thought. Who knows the secret behind that masked name...
I don't want to know, need to know or seek to, it's just an example, with no harm intended.
Let's all agree to not get on and make these columns sing with our differing opinions, as I love it.
And..
it should be incumbent upon LET to provide an Xmas/Eid, masked party, for those that entertain the rest of the readers.

He lives in an end terraced house: even if he knocks the garage down, where on earth is he going to put it? In next doors yard? Out in the alley behind the house?
As for use of the garage, I'm sure he parks on the road anyway......
