Zero tolerance for beggars Blackburn town centre

PURGE Shops and businesses have complained about town centre beggars PURGE Shops and businesses have complained about town centre beggars

A ZERO tolerance approach to begging in Blackburn town centre has seen six people fined by the courts.

Town centre police launched a crackdown after receiving a stream of complaints about beggars from shopkeepers and town centre managers.

During the ongoing operation, five men and one woman who persistently hassled shoppers in Ainsworth Street, Church Street and Lord Street were charged with begging.

Collectively Neil McCartney, 29, of Heaton Street, Lyndsey Standaloft, 27, of Colleridge Street, Gavin Whalley, 40, of no fixed abode, Oliver Rowley, 69, of Gretna Walk, Andrew Knagg, 41, now deceased and Brian Harby, 38, of Rawstorne Street, all Blackburn were fined a total of £345 and detained for several hours in the courthouse by magistrates.

Blackburn town centre Sgt Dave Clarke said he was pleased with the year-long crackdown and said it was a real deterrent to the problem.

He said: “As a town centre police force we are keen not to go the way of places like Manchester, where shoppers are approached by beggars all the time.

“Beggars are people on the margins of society, often trying to raise money to fund a habit or addiction.

“After receiving a series of complaints we decided to take a zero tolerance approach. Begging is historically seen as more of a nuisance than a criminal matter but after taking advice from the CPS we arrested and charged six persistent offenders.

“After this we noticed the word spread very quickly among other beggars and the issue started to go away.

“We have recently received new complaints from shopkeepers in the town and we have decided to raise the issue as a priority again.”

"“Beggars are people on the margins of society, often trying to raise money to fund a habit or addiction".
.
I wonder were the drug addicted homeless beggers will get the money to pay the fine from?
.
Or were they detained in the Courthouse in lieu of actually paying any money? That sounds like VFM for the taxpayer!!!!

Your turns coming when you will be begging for food in the street there is terrible times ahead for everyone. Everyone who hasn't prepared will be begging for food handouts just to feed their children. Fears about rising food prices and global food shortages are mounting crop losses in Midwest America will result in food shortages worldwide, as the U.S. is a leading exporter of grain, they will cut back on how much food aid the superpower can offer to international regions in need.

The rough growing summer will also hit grocery stores, with the rising cost of corn expected to drive up meat prices in particular. Corn products—like ethanol, corn syrup, and corn meal—may also see a spike going into 2013, CNN reportrd. The increase will likely be sligh at firstt, but it will hit low income familiess hardest simply because they haven't got the financies to stock up and prepare before the prices spike up.

A devastating global food crisis unlike anything we have ever seen in modern times is coming. Crippling drought and bizarre weather patterns have damaged food production all over the world this summer, and the UN and the World Bank have both issued ominous warnings about the food inflation that is coming.(November)

To those of us in the Western world, a rise in the price of food can be a major inconvenience, but in the developing world it can mean the difference between life and death. Just remember what happened back in 2008. When food prices hit record highs it led to food riots in 28 different countries. Today, there are approximately 2 billion people that are malnourished around the globe. Even rumors of food shortages are enough to spark mass chaos in many areas of the planet. When people fear that they are not going to be able to feed their families they tend to get very desperate. That is why a recent CNN article declared that "2013 will be a year of serious global crisis"The truth is that we are not just facing rumors of a global food crisis - one is actually starting to unfold right in front of our eyes. The United States experienced the worst drought in more than 50 years this summer, and some experts are already declaring that the weather has been so dry for so long that tremendous damage has already been done to next year's crops. On the other side of the world, Russia, Ukraine and Kazakhstan have all seen their wheat crops devastated by the horrible drought this summer. Australia has also been dealing with drought, and in India monsoon rains were about 15 percent behind pace in mid-August.

Global food production is going to be much less than expected this year, and global food demand continues to steadily rise. What that means is that food inflation, food shortages and food riots are coming, and it isn't going to be pretty. For these reasons, a food storage 2012 and stockpiling plan is prudent, and a good way to plan for the future. I think it's better to be prepared ahead of a crisis, instead or right before. And once a crisis has happened, it's too late.

As gas prices are skyrocketing, food prices will go up as well. That is another good reason to store food. It is a good idea to stock up when sales are on.

The purpose of me telling you this is not to scare anyone, It's not about living in a state of fear, but a state of awareness, and taking action so you are prepared,

We aren't on about nuclear Armageddon (planning to survive that would be as much use as as chocolate teapot), we are talking about stocking up on food, water and other essentials so that if such things as an economic collapse, a bad winter etc etc happen, you can be self reliant and not have to fight over the last cans of soup or bottles of water at the shop, or have to sit and wait for government help (which probably wouldn't come). The harvests this year have been bad, which will mean an increase in food costs, so i think it is sensible to start buying a couple of extra tins of food each time you go to the shops.

Sir Some sheeple are beyond help. They're the ones walking round like zombies wondering whos wearing the best glammer on x-factor and if they have made the intrest payments for the trinkets they bought in to in the boom and bust years. We laugh at their sorry souls and certainly have no pity for their ignorance to whats unfolding in front of them in plain view.

Good call is enlightened and will stand a very good chance of surviving the genicide that is about to be cast upon humanity. I have no intrest in people who are begging for cash in the streets as its money for fueling an addiction or some other habit of some kind. I only know that its only a matter of time before there is people of all walks of life begging for food and not cash.

If you doubt any of the things I have tried to warn you about go on line and do your own research. Surely you can spare at least an hour of your time to save the lifes of your families.."can't you".......

When people start hoarding basic commodities, shortages will occur, and it will start a vicious circle. Production is organised on demand.

As previously stated there is no need and no place for begging in the U.K. Much worse than begging is cyber scare mongering regarding a non existent global food crisis. It is a fact that there have always been food and water shortages on Planet Earth. Notwithstanding this fact I dont believe that the end is nigh, as others apparently do. Get a grip, behave yourself and stop peddling nonsense. You know it makes sense.
