Marks & Spencer pulls out of flagship Blackburn Mall move


MARKS and Spencer will not be moving into Blackburn's £66million new shopping centre, the Lancashire Telegraph can reveal.

The announcement comes after months of high-level talks failed to steal a deal between the store, Blackburn with Darwen Council and The Mall.

Council bosses had hoped Marks and Spencer would take a flagship 50,000 sq ft store over three-storeys of the new shopping centre.

It is understood the high street giant plans on retaining its existing store in the town.

The failure of the negotiations means the new market in the ground floor of the complex will return to the size that was originally planned, but it will not open until April 2011.

Yesterday traders were given 12 months to quit the current site in Ainsworth Street, which will be demolished to make way for a new supermarket and bus station.

The deal is said to have broken down over the amount required to entice Marks and Spencer from King William Street into the Mall.

While the council, which has a 12 per cent stake in the shopping centre, is understood to have offered £6million and the Mall an undisclosed amount, it is believed the parties were still around £2.5million apart.

In October the Lancashire Telegraph had revealed the plans to bring the store into The Mall, and councillors voted to redesign part of the ground floor so it could be accommodated.

Blackburn MP Jack Straw, who helped broker the talks in London, said: "I am disappointed, but all the parties tried very hard to reach agreement, and I am clear that it is not an issue of allocating blame to anyone for a second.

"For the time being, the numbers don't quite stack up. The margins we were talking about were not very big, but in the end they were show-stoppers."

Clothing giant Primark is the anchor store in the shopping centre, which is set to open in July.

The council's Tory regeneration chief Alan Cottam claimed shoppers would visit the new centre from 'across the county and beyond' once it is finished.

Labour opposition group leader Kate Hollern criticised the 'expensive gamble' undertaken by the council.

She said: "I am not bothered about Marks and Spencer because I always feared it would lead to the town centre shrinking.

"Where it is at the moment helps places like Northgate and Sudell Cross. At the end of the day, we are back to where we were 12 months ago."

Darwen Street jeweller Phil Ainsworth, of the Town Centre Partnership Board, said: "It's a blow to the new shopping centre, and it's a disappointment because it would have been nice to have a new Marks and Spencer.

"It was a good idea to try and get them in there. Let's hope they now choose to upgrade the existing store."

A Marks and Spencer spokesman said: "Marks and Spencer constantly reviews opportunities to develop stores across its portfolio.

"We have no current plans to make changes to the existing Blackburn store."

If the Marks and Spencer plan had gone ahead the new market, which is costing £8million, would have been a third smaller.

Council bosses will now have to fill an extra 48 stalls. The new 68,000 sq ft complex will have 127 stalls, of which 61 will sell food and 50 non food.

In addition, there will be one cafe, plus another nine 'catering stalls' and the rest will be mini shops.

Council bosses have long spoken of the need for a 'high quality food offering' to be the core of the new centre, and are confident of filling the spaces by the time it opens in April 2011.

Coun Cottam added: "The new continental-style market will be the first of its kind in the country and will be a huge attraction for shoppers."

The Mall did not respond to requests for a comment.

Marks and Spencer is fine where it is. Attract some new ventures. A proper book shop would be good and some of the better known, albeit expensive, coffee shops. What about a bit of policing on the litter louts at the top of church street. While on the subject of litter, why aren't publicans stopping their smoking clients from littering outside pub doorways. Fine them!

M & S we dont want you, have you seen the variety they offer, more suited to the over 50!

Now the young generation of Blackburn in proper jobs would more fancy stores like House of Fraser, John Lewis etc but highly unlikly to be fruitful in coming to Chavburn..

I for one am very dissapointed in bwd in halting Prestons plans with their massive city centre regeneration plans..

Here is a scenario

Last weekend me and mrs 5pixel went shopping in blackburn shopping centre and parked my car in one of them 1 hour pay and display zones, I over run by a few mins, we both panicked and head straight back to avoid a ticket, ruined the whole trip and what a poor selection of shops and wont improve by a big margin either when the new shops come aboard..

Il stick to Trafford, Arndale, Leeds and for my local shopping - Preston !

Moving the bus station to Ainsworth St is a crazy ill thought through idea and against all current planning thinking. I hope the Department of Transport in London strangle this at birth. It's only being moved to satisfy those who spy the commercial benefit of gaining a prime town centre location and not to satisfy the users of public transport.
I don't blame M&S for not moving from premises they own to rented premises in the precinct and taking a gamble on increasing sales from a much larger shop in a town with a shrinking middle class who are its main customers. Blackburn is a socially declining town with a less than bright future. One only has to travel through it with one's eyes open to see the increasing amounts of litter, dumped rubbish,decaying buildings and an increasingly impoverished population. And with an unsympathetic government about to be elected at national level and a Tory council at local level the future for the town is bleak. I find Blackburn a sad town and visit its town centre less and less these days. I think the above description also applies to Burnley, Bolton and Accrington.

Most towns in the country would give their right arm to have a transport interchange so close together. Bus, train, taxi's. So, what do Blackburn intend to do? Move the bus station away from the train station. Most people arriving by train in Blackburn will not be shoppers but workers trying to get home as quickly as possible. Most people leaving Blackburn by train will be going to other towns to either work or shop. They will not be stopping to shop in Blackburn, with or without a bigger M&S.

Every town has a Mall ,So it will attract very few extra shoppers.No point fighting your way into Blackburn when your own town has exactly the same shops,And even an idiot like me cant see the benifit in moving the bus station away from the railway station.This will go down in history as the biggest folly since the 1960,s massacre of the town centre.

The centre of Blacckburn would benefit with more trees and greenery with brighter lighting.The people of Blackburn,Burnley ,Accrington and Bolton should stop abusing their town centres by dropping their litter everywhere especially outside taxi ranks on Friday and Saturday nights.
I must admit that all the money in retailing is with the supermarkets which effectively means the interesting small shops are disappearing as they cannot compete with the monopolies created within the supermarkets.I thought the demise of Mercers was the end of an era for Blackburn town centre and I know I will not go into the town centre any more as I can buy more sat at my PC warching tv.

yes we're all eagerly waiting The Mall extension-NOT. A discount fashion store and a silly new market. Blackburn has a population of about 30,000 more than Burnley but has a similar footfall when it should really be the same as Bolton or Preston. Relocating an existing store (M&S) would do nothing to attract new shoppers. Blackburn and Burnley always end up with poorly designed buildings that end up being white elephants and we'll always lose out to Manchester, Preston and Bolton. FACT

As an ex bus driver I ask why do Blackburn council want to waste more millions of pounds with another **** up of a new bus station.
The boulevard was far better before they revamped it last time.
It is far better to have buses and trains close together.
I think all this is done by some one sat on there big fat arse trying to justify there over paid salary

Well, I never ... think I could see this coming. Now, which franchise will be the next to 'pull out?'. Will the whole thing just turn into 'Thunderdome' or the most expensive White Elephant Blackburn has.

As to the bus station moving. Who and which stupid bloody idiot thought that one up???! It's ideal for the train station for starters. Go somewhere like Preston, you've got to walk almost a mile to get from one to the other! Makes perfect sense having it where it is! Not so seemingly to whomever at BWDC!

The whole centre of Blackburn is one ugly flaming mess. Caused by 'planners'. As for the road situation ... makes Spaghetti Junction look 'appealing' is all I will say and far more **** navigable.

The car park still looks like one massive toilet block with those tiles on it. Been like it since the early 70s. For Heaven's sake BWDC have you not learned one thing from other shopping centres? You've literally had decades to sort it all out. Other towns, cities appear to be able to make a better job of it in a fraction of the time. Maybe, then, you've hired the wrong overpaid people as the rest of the public can obviously see that you have!

As for Mr Cottam. This is the oaf who knee jerked during the recent bad weather and told everyone to get a spade out to clear the pavements. What's your bloody council for then Mr Cottam? And why are we paying you CTX???

It's not litter that blights the shopping centre it's the blasted kinds of yobs, people who hang around it like flies that's the problem. Then we have the druggies, alcos straying over from the boulevard.

Clearly BWDC it STILL hasn't dawned on you yet WHY more sensible people will not step one foot inside your shopping centre.

It's an utterly depressing thing to look at and leaves a sinking feeling in your stomach each time you go in there. Sort it out, you've had plenty of time do so!

We might be better getting Bob The Builder TBH. He probably couldn't make any more of a mess than BWDC has done, but 'he'd get it done' and maybe brighten up the place with a few nicer colours, not bloody white tiles.

Can you please tell what there is to like about Bolton? The town centre is an absolute DIVE! All the things people moan about on here can be found multiplied by 10 in Bolton.

And if you want to see towns that are truly pitiful, then take a trip to Rochdale or Oldham or Ashton. Blackburn really is NOT that bad, trust me!

Burner. My mate yes I do the shopping in my house . Yes I shop in Blackburn there is nothing wrong with Blackburn centre . It as a few problems like most centre . The only problem is ppl that come on here slagging Blackburn off ! To say you don't shop there you seem to know a lot about it . Stop calling the place & just go and shop some where els.

I like shopping in Blackburn,my hometown,when i heard MARKS @ SPENCER were pulling out of the flagship shopping mall i was very happy that they are better of in there premises in KING WILLIAM STREET.I suggest that the council bring back TJ HUGHES back to town,i am sure TJ HUGHES would be happy to replace MARKS AND SPENCERS floorspace in the mall.
