Blackburn residents warned to take unemptied bins off pavements

RESIDENTS in Blackburn are “absolutely fuming” about a council notice telling them to take their bins off the pavements, despite waste not being collected since before Christmas.

A notice was pushed through doors on Thursday asking householders to take the bins off the pavements after collection, or face enforcement action.

The move, which is aimed at preventing vandalism and theft, has angered residents who said here had been a lack of communication from the council over times of collection and where to leave waste.

Jackie Boardman, of Longshaw Lane, in the Infirmary area, said: “What collection? Ours bins have not been emptied for weeks.

“If you were brave enough two or three weeks ago to put the bins out you got a little note about none collection and a pale purple plastic bag.

“Since then nothing till this leaflet. One of the things we were told is that if we leave the bins out we could have enforcement action taken against us.

“There was no ‘sorry we cannot empty your bin till your next normal collection day’, which for us is Tuesday, or any offer of help to get the bins back in.

“How do they expect the older or sick people to drag heavy frozen bins back in to their yards then push them out again?

“We feel like they’re taking the Michael out of us.”

Councillor Tony Melia, deputy leader of Blackburn with Darwen Council, said: “Under normal circumstances there are certain regulations about leaving bins out, and good reasons for them to be enforced.

“However, in these exceptional and difficult conditions, there is a lot of leeway being given.

“If people have a good reason why they are struggling to get bins in and out then I don’t think there will be any problems in temporarily relaxing the rules.”

Typical back-sliding comment from Tony Melia after his coalition had authorised the intimidating letter to go out to vulnerable people in the first place.

I can't understand why the council have not worked weekend overtime to help clear the backlog as people are inundated with refuse and re-cycling.
Perhaps if they had spent less of our resources buying private properties and big wheels in front of the town hall, they would have had more money for grit thus enabling the cleansing department to do their work.

the last time my grey bin was emptied was on the 4th December. It's not the weather that has caused this but laziness and rubbish planning. The truck was outside our house on the 1st Jan but they just could not be bothered to go down the alley to get the sacks and bins. Animals have now got in the bags and the place is a mess. Thanks for nothing!

Never fear but the curtain twitchers who live all day to report on their neighbours for leaving their bin out just for five minutes longer than they should will all be phoning the council's refuse hotline in a mass flood (yet secretly fly tip in the countryside when no one is looking in their four by fours of course or 'white vans').

Hi All.

Today Monday 18 Jan I saw Mark Brockbank the supposed community watchdog paid by Hyndburn Homes to get excited about the degradation of the estate. This is the man who demanded I remove my car from my drive because I had upped the kerb, he said it was unsightly.
.
I demanded today he and his operation had better clean up all the plastic and cardboard strewn across the roads because they have not emptied the bins...his answer...'shut up'
.
Remember the name Mark Brockbank of Hyndburn Homes, the lacky of David Perry
