BLACKBURN MP Jack Straw has raised concerns over a developer’s actions in seeking to expand Whitebirk retail park.

Speaking in Parliament, the MP told Communities Secretary Eric Pickles that over a number of years, Peel Holdings had accrued a series of minor changes to the small retail park with a view to forcing through a £16million expansion scheme.

Mr Straw said he feared the development of Whitebirk retail park, on the Blackburn-Hyndburn boundary, would hit small businesses and town centre traders.

In response, Mr Pickles said he was aware of the loophole in planning regulations, but insisted councils had the power to turn down applications where developers had successfully applied for a lawful development certificate after accruing some minor planning changes.

At the moment only items such as DIY products or bulky goods can be sold at Whitebirk.

But Peel, headed by Rossendale-born John Whittaker, want to bring in food and fashion retailers, converting it to a fully-fledged out-of-town retail park.

Mr Straw said that ‘on the face of things’ it seemed as though Peel was trying to ‘get around’ the planning inspectorate’s decision to reject a similar scheme three years ago.

He asked Mr Pickles: “Are you aware that some developers, including Peel Holdings in respect of their small retail park at Whitebirk in between Blackburn and Hyndburn, are using a series of minor planning permissions that they have gained over the years, of minor modifications to existing planning permissions, to aggregate those and then claim they are entitled to a lawful development certificate, justifying a major change in use?

“Would you accept that this practice would appear to undermine your entirely commendable approach to strengthening high streets?”

Mr Pickles replied: “A local authority can take into consideration the cumulative effect of a larger plot in looking at these individual applications.”

A Peel spokesman said: “Peel is keen to make improvements to the appearance, accessibility and range of retailers at Whitebirk retail park.

“The approach adopted is not unusual among retail park owners, and in the case of Whitebirk will see delivery of £16million of investment, over 250 new jobs and a retail facility within Hyndburn, which will mean residents of the borough will have a genuine local alternative to retail parks in areas such as Preston and Bolton.

“The proposals have extensive public support. This scheme will deliver significant investment in an economic climate which still remains difficult.”

What they should do is build a great retail outlet park there then pull down Blackburn and make it into a park.

Blackburn has the Town Moor retail park -why should Hyndburn not have a similar facility at Whitebirk? The alternative is to see the site deteriorate as it has over the past few years. Peel have longer pockets than the councils. I'm sure that Peel will not be looking to be attracting Pound shops, so will cause little competition to nearby town centres. Just be grateful it's not Peels energy division proposing to build wind turbines!!!!

This is what is needed. Middlebrook at Horwich and Deepdale at Preston are good places to visit. There are always plenty of people there shopping.

He should be more concerned about whats happening at Ewood Park regarding Venky's financial support or lack of it rather than Whtebirk Retail Park.

yeh, great idea. turn it into a retail park, close down the town centres and stuff those without a car. where do we shop then.

Deepdale, Middlebrook, Walton le Dale.....
All large out of town shopping centres, but I don't see the town centre shops of Preston or Bolton having any issues with reduced footfall as a result.
This is exactly what we need:it may even attract the big guns like IKEA and (you can dream!) John Lewis!!

Blackburn need a large retail park like the one in Preson and Bolton.We don't need a fashion or food stores.We need a DFS,TOYS R US,HOMEBARGAIN,WILKI

Blackburn is a lot behind Preston and Bolton in retail and leisure industries.We also need a four star hotel in the town centre with a conference hall because Blackburn is the only major town in UK without a such hotel.

He doesn't seem that bothered when a certain section of the local population get round planning by submitting retrospect planning AFTER the onions (eyesores) or 'extensions' etc. are erected............ seems to me that a retail park is more needed than another mosque or prayer room !

modern retail parks invite known retail outlets, like they have in The Mall, Blackburn, where recently, many shops have closed, to more lower rents, are available, and..
the fact that you cannot accept that, centres of modern 'civilisation', are cluttered with, 'drop out', 'homeless',et al, centres, should come as no surprise.

In fact, I know of a case, where recently decorated Policeman, knowing of drug dealing, where his decoration was given regarding the 'community', has done nothing, NOT A THING, regarding the drug dealing that he witnessed.
I should write to some people, to stop it, but here is my rant.

You gain this gong, because you have never faced shot nor shell, where many medal were justly earned. Yet, when before you, a definate crime is commited, you do it, NOTHING!

why do you not just get the whole retail park demolished and one big racecourse between Whitebirk and Rishton, atleast we can have a nice picnic on Sunday afternoon by the Rishton Reservoir.

The town is dead because they killed it( I think they smashed up the community), for cash and favors and political power. Now their complaining over Competition, which is needed to keep prices down. Then they put up the rents, and push traders away. Which make the place look empty and derelict. Then complain again?. ( madness) Can anyone tell me who? votes, for these idots. Jack, please stay at home down in the south of England where you belong. The reason that you have been able to have deposited your rear on this politically safe seat here in Blackburn for so long must surely hold the answer to your survival. The result of your long stay has shown to have produced nothing but ill feelings within it’s community with which you will be remembered for ever. But who will eventually be taking your place is an extremely interesting subject for debate and that person will have my wholehearted sympathy. That person whoever it may be will have their work cut out to make amends for the ills that you have caused.

A question to anyone - Who has been voting for Jack Straw over all of these years and why?
