DOGS bins in parks have been overflowing for weeks despite a council clampdown on fouling, according to furious pet owners.

Carrier bags filled with faeces have been pictured lying on top of a number of bins at Witton Park and Pleasington Playing Fields in Blackburn.

Feniscowles resident Paul Room said he reported the mess to Blackburn with Darwen Council and was left ‘disgusted’ by it.

Council bosses said the bins were emptied on Tuesday.

It comes as a council crackdown on dog fouling has seen three people fined since its launch, in the Cherry Tree, Pleasington and Ewood areas of Blackburn.

The council has teamed up with Kingdom Environment Enforcement Services, who will patrol both Blackburn and Darwen town centres, as well as parks, open spaces and problem areas, looking for those who fail to clean up after themselves.

Those caught littering will receive a fixed penalty of £75, while those failing to clean up dog foul will be fined £100, reduced to £75 if paid within 10 days.

But dog owners, who sent pictures of the overflowing bins into the Lancashire Telegraph, have accused the council of applying double standards.

Mr Room, who has four dogs said: “One the one hand, I am in favour of fining dog owners who leave their pet’s foul, but then it’s right and proper that the council do their bit and empty the bins.

“So I think it’s disgusting that they leave the bins overflowing like this in parks.”

Stuart Wadsworth, a dog walker in Witton Park, said: “I think that the council are taking the right steps to insure people pick up their mess, and keep dogs on the lead in play areas.

“The fines of £75 for dropping litter are okay but the council need to get their act together and sort out their own mess in the park first.

“What sort of fine would we be looking at for leaving this on the floor for seven days?"

Tony Watson, head of service for environment and public protection at Blackburn with Darwen Council, said: “The dog bins were emptied on Tuesday, November 14 but some of the litter bins in the park were not emptied at the end of last week, as a one-off, as the staffing resources were deployed on Remembrance Sunday preparation across the borough.

“We have now returned to the usual routine.

“We do not take any enforcement action for someone putting litter or waste at the side of a full litter bin.”
