COUNCILLORS have approved a scheme to build nine homes on a stable block and horse pasture in urban Blackburn.

Permission for the development of the ‘green oasis’ in Guide was granted, despite two letters of objection from neighbours.

Rona Westwell can now demolish the stable block and build on the pasture on Baron Mews School Lane, currently bounded by a dry stone wall and fences.

The scheme will see a cul-de-sac of three four-bedroomed and six three-bedroomed detached houses with gardens built on the site.

It willould also require the creation of a new access road to the development.

Neighbour Andrew Kipps of Copster Green Close objected to the scheme on grounds of too much traffic being created, raising road safety concerns in view of the very busy main road nearby.

Mr and Mrs S B Davenport. also from Copster Green Close, told councillors: “Guide village has no facilities to maintain more houses.”

Echoing Mtr Kipps road safety concerns, they also highlighted existing problems withll power suppliesy in the area, which the new homes would only make worse.

Last month’s meeting of Blackburn with Darwen planning and highways committee approved Mrs Westwell’s application, subject to conditions on construction hours and submission of a detailed road safety scheme for the new access.The houses will be built in red brick with bay windows.

It also required a £30,00 contribution to public open space to replace the pasture and towards affordable homes elsewhere in the borough.

A spokesman for Mrs Westwell’s agents Pulmann Associated said: “We will fully comply with the terms of the planning approval.”
