Petition protest after Pendle shoppers are clamped

MORE than 500 residents in Barrowford have signed a petition complaining about vehicles being clamped near shops in Gisburn Road.
The land next to the access road, which leads to the car park at the back of the Spar shop, has recently changed ownership, and the new owner has banned vehicles from parking on the privately owned road.
Under previous ownership this was accepted practice, but now anybody parking on the road to go to the shops faces being clamped and fined £80.
Pendle MP Andrew Stephenson presented the petition to the House of Commons.
He said: “There is a lot of concern in the village and a lot of animosity. The land owner is perfectly entitled to do this but residents and shopkeepers are very worried.
“With cars not allowed to stop quickly, it will have an obvious knock-on effect to the shops.
“A lot of the concerns were about the signage originally put up being very poor, and over vehicles being clamped within a minute of parking there.
“As well as a few shops there is a school nearby and the area has a history of parking problems.
“Ideally the residents want a compromise where they can still park on some of the road.”
It is understood that the new land owner is looking to develop the associated buildings and needs access to do this, which is why he has banned parking.
Although it is legal to clamp vehicles at the moment, under the Localism Act being introduced on October 1 it will become illegal to clamp vehicles on private land.
Mr Stephenson said: “There are two sides to this argument and it would be good to get a solution in place that can benefit everybody involved.”
