Plan for canalside development at Rishton

A MASTERPLAN could see a canalside development created with cafes, bars and smart flats on currently derelict land.
Rishton councillor Ken Moss has called for the backing of the council in drafting up a ‘vision’ for land along the canal, following demolitions.
Coun Moss said a focused design from the council’s planners could see the ‘enormous potential’ of the land tapped into, attracting investment.
If approved, the plans would be drafted to complement existing permissions to create two canal-side housing developments at Parker Street and Spring Street.
Coun Moss added that it was the perfect time to draft up a masterplan for the land, following demolitions of arson-hit terraces in Spring Street, which saw the stretch dubbed ‘East Lancashire’s worst street’.
He said: “Currently there is only permission for housing and nothing else. There is huge potential along the canal to make this part of the borough really special.
“Planners would cast a careful eye over the area’s needs and make sure the roads and infrastructure were in place. There should also be cafes and bars along the canalside, and we should plan for that.
“We want to see an upmarket, quality development and we need a document outlining the vision in order to achieve that.
“If we don’t get something in place, the applications will start to come in for the land and we will get stuck with whatever is put forward.
“The last thing we want is sink estate style housing filled with undesirables. We also need to make sure the planning design makes sense as a whole.”
Hyndburn Council leader Miles Parkinson said: “The canal is a jewel in the borough and this stretch is of integral importance to the people of Rishton.
“What it comes down to is do we let potential developers tell us what they want to build or do we tell them what Rishton people would want?”
Councillors are to vote on the masterplan proposal at a full council meeting next week.

For such a venture to work you would need to 'get rid' of half the local populous and start again.

Good idea in principal but the geography will doom it to failure, assuming you can build it of course, that site will need some good security if they don't wish to keep re-ordering missing building supplies. my suggestion would be to ammend the plans to include a small satellite police station, rishton needs one anyway.
