A DISABLED pensioner is considering moving house after he received a parking ticket despite displaying a valid permit.

Adam Mohammed, who lives in Shearwater Drive, was told when he moved in that he would need to pay for a residents’ permit to park in one of the three spaces outside his housing association flat.

The 69-year-old applied to Blackburn with Darwen Council for the pass and was given a stamped letter which allowed him to park until the permit arrived. But, despite following the guidelines, Mr Mohammed said he was still slammed with a £35 fine.

The father-of-three, who drives a black Vauxhall Meriva mobility car, said: “I applied for a permit about four weeks ago and they told me to put the letter they gave me in the window of the car, so I was definitely not expecting a ticket.

“I spoke to the traffic warden and he said I should appeal it and the council should not get away with it.

“It is making me very ill, I struggle to get to my car as it is.”

Mr Mohammed suffers from a heart condition and arthritis and has recently been in hospital after suffering a seizure.

He said the stress of receiving the ticket, despite having done everything he could to avoid it, was making him feel even more ill.

He added: “It is an absolute joke.

“I need my car, it gets me out of my flat.”

A council spokesman said: “There is some discrepancy and he needs to formerly challenge the penalty charge notice in writing or by email.

“That way we will be able to look into the exact circumstances surrounding the case and determine a course of action.”

Is this for real? As I understand it, he has been given a ticket in error and it will be quashed if he writes in to explain the circumstances. Is this news? And if he moves house just as a result of this he is stupid.

We don't pay traffic wardens enough. Pay peanuts, get Monkey's. As a result they can't think for themselves, they have simple rules and the follow them.
No permit = issue ticket.

It's a rubbish system but for some reason they don't want warden's thinking for themselves. Common sense isn't actually that common.

Forgive my ignorance, but... is a siezure not a type of fit?

I thought you had to inform the DVLA if you had any kind of fits.

My sister had one fit and the DVLA took away her licence till she had not had a fit for 2 years.
I dread to think what would happen if this gentleman had a siezure whilst driving his car ..

"He needs to formerly challenge the penalty charge". I think you mean he needs to FORMALLY challenge the penalty charge. Two different words with entirely different meanings. I am looking for a job, any chance of one with the LT as a proof reader?

My thoughts too. He also has a heart condition, which could probably cause him to have an accident if he were to suffer an heart-attack whilst driving.

Bloody hell this is a crap story, I got a parking ticket in Manchester and managed to get it quashed.. let me tell you, that was a roller coaster ride of emotions, it was on a damp & dreary Christmas Eve last year - Primark was packed, they'd run out of those Rudolph Xmas Woolly Jumpers.. Had to send a scanned copy of the valid ticket in and explain that it must have blown off the dashboard someway somehow. I suggested that they invest in a machine with stickers to positively afix it to the screen...like they do in smaller towns like Clitheroe.. well two weeks later they accepted my story and warned me not to o it again.. phew...

Good story... I know what this guy is on about. I got a ticket in Bolton (never been back) for parking 5 mins over my time and they wouldn't quash it. I have threatened to jump off three bridges since.....oh heck you and this article have brought it all back.....bye.

Pensioner's tend to suffer from stress prone anxieties, particularly when diagnosed with other illnesses, unless if he'd been hanging in during his young life and nicknamed tough cookie!!!

As he been given the all clear to be on the road by his medical team and insurers..? After his heart problems and all the seizures that could occur again while driving passed schools playgrounds and hospitals were vunerable people cross the road. "My God" Its an accident waiting to happen I can see someone getting injured due to his thoughtless parking and driving antics..He could be a serial parking offender for all we know or just anti-social. He was probably treated bad as a kid comes from a broken home all the usual excuses for breaking the law.

So is this story really a news item that we should take any notice of or have any intrest in..? "as some have posted".. I think that somebody might have had a good idea telling us this sh1te if they want to get his documents checked just to make sure his insurer's know about his dreadful medical condition and his anti-social parking offences.

Now with an envelope with one A4 sheet of paper, was that a hard slam or a delicate slam. Did it sound like a door slamming.
Or did it silently drop through the letter box and the flap slammed?
Re-reading, did it slam his body? in which case there may be a claim for assault against the Council.

I say move. The UK needs all the stimulus it can at the moment. Just think there will be the solicitor and estate agent (both buying and selling as I assume he will needs to purchase somewhere else). Removalists etc.etc.
