Blackburn man fined £4k for cafe smoking


A BLACKBURN resident who allowed customers to smoke shisha pipes in his cafe has been ordered to pay nearly £4,000.

Abdul Ameer Jabir Nabhan pleaded guilty to breaching anti-smoking laws at Cave Cafe, Grandale Street, Manchester.

The court heard Manchester City Council officers, along with police, visited the premises last May and found customers smoking shisha pipes.

Nabhan, 48, was fined a total of £3,973.03 at Manchester Magistrates’ County after he admitted permitting smoking in a smoke-free place.

That seems a very precise amount to be fined! How much was the fine and how much were the costs?

dictatorship, let people decide for themselves and let the pubs, clubs, resturaunts etc provide a smoking room.
no problem to anybody, perhaps many of the pubs may not close!!!

Seems a bit much to me when Illegal Drivers of Cars, (No Insurance etc) are a far bigger risk to our health yet get off relatively Scott Free

How ridiculous. People go to shisha bars to smoke shisha pipes, so who else are they offending. What a waste of police time when this is a so called health problem and not a police matter.

Maybe business owners need to change their business names to 'Shisha Rooms' 'Smokers Havens' or similar, there has to be a legal way for people with these habits, to be-able to congregate and enjoy their habit, away from non participants, therefore taking the disgusting mess, we now have on our streets, this is one of the biggest mistakes ever made by government.

but chrislancs, my non-smoking does not affect your health, stink up your clothes or cost the NHS millions. I can now eat it a cafe/resturant without expecting some self moron sit next to my kids and spark up. Your opinion is based on your need for your drug and has no lodgic. By all means nip outside for a smoke while to think of a structured reply, i look forward to it.

at the moment the illegal shisha bar on Darwen street is selling to under 15yr olds and is ripe for grooming. The police should either close these down with extreme predudice or legalise them. If they where to be non-alcoholic then i'd still not use them. It's an option anyway

People with your naive level of intelligence really make me despair.
I am not a smoker, never have been (unless you count the one puff my mum gave me when I was three that put me off for life). I hate cigarette smoke, especially in confined spaces as it makes me feel like I cant breathe. I dont like the taste of it or the smell of it and I have a cigarette end phobia.
However, your attitude stinks far worse.
Smokers cost the NHS £1.4-£1.7 billion pounds in 2008
Revenue that the government take from tax on cigarettes... £8.1 billion.

And yet it is mainly smokers who are penalised by the refusal of medical treatment due to their smoking habits despite the fact the taxes that only THEY pay not only funds their treatment (several times over) but also funds yours!

The NHS are very very quick sharp to point the finger at smokers costing the NHS millions, but they dont like to say that they cost smokers far more than their fair share.
