£2.3m Nelson town centre scheme unveiled


A £2.3million scheme to revive the fortunes of Nelson and bring cars back to one of its main shopping streets has been unveiled.

Long-awaited proposals to regenerate the centre of town, first discussed in 2006, are now set to become a reality, council bosses have revealed.

Turning back the clock more than 20 years, traffic will be allowed along Manchester Road and Leeds Road in a bid to kickstart trade in the Pendle town.

For the scheme, £1.3million is being provided by the Northwest Development Agency, another £983,0000 from the European Regional Development Fund.

Progress must be made quickly on the engineering works as the NWDA wants the cash spent by March 2011, but talks are underway to grant an extension until June as contractors are not expected to begin work until later this summer.

Coun Allan Buck, cabinet member responsible for town centres, said the initiative would help to revamp the ‘dead area’ between Trafalgar Square and the New Scotland Road junction.

He said: “Putting the road back through Nelson town centre is what traders, residents and Pendle Council have been wanting for years.”

Under the plans, there will be a one-way road in operation, from the Manchester Road direction, which will take cars along a winding tree-lined route.

The fountain in Trafalgar Square is set to be moved to a more central location and the road will eventually emerge at a new traffic-controlled junction with New Scotland Road, Leeds Road and Holme Street.

Only cars will be allowed along the stretch and a 20mph speed limit will be in force. An extra five car parking spaces will be generated.

Plans to redesign the town centre’s parking layout will put 16 of these, 10 regular spaces and six for disabled drivers, beside Pendle Rise shopping centre in Leeds Road.

Similar materials will be used as employed in the resurfacing of nearby Market Street.

Coun Buck said the move would enable shoppers to park up, nip into shops and leave easily, boosting shops’ and the town’s market’s trade.

Coun George, Labour chairman of the Nelson area committee, said: “The recreation of the high street is a key project in the town centre masterplan.”

Coun Tony Beckett, Tory group leader, said: “It has been a long while in coming and we should just get on with this now.”

get the work completed then a few weeks later a utility company will come along and dig it up.thats what
they did in blakburn's king william street its now like a patchwork quilt.

TOO LITTLE, TOO LATE!!!

The majority of retail shops have either closed down or have moved due to trade being very poor due to the decisions made by councillors upon consultation with senior council officers.

Money has been wasted on airy-fairy schemes that were supposed to attract businesses and instead what did we get? Age Concern Charity shop which was supposedly going to be a non charity retail outlet. The residents of Nelson are being taken for a ride by this council administration, between them and Barnfield Construction they have set this quango called PEARL, who automatically qualify for any regeneration work in Pendle without even having to tender for it!!! Where is the legitamacy in this? How do we know that we are getting value for money? Complete farce. They should be independent tenders for each contract and then a decision made who should receive the work.

It was the Lib-dems who shut the road through Nelson Centre in the first place, now 20 years on they are having to spend all this money to rip up all the flagging that has been put down.

My dad was the last store manager of the co-op in Nelson, and he said at the time closing the road would destroy the town centre and it did, hence why the co-op shut in the end.

The unfortunate thing is now a lot of people drive near Nelson Centre any more and the more supermakets the LibDems open the more the town centre will get worst. Was it not bad enought that Morrisons was built, but then we got Tesco and now Colne will get a sainsburys. I wonder how that will affect colne town centre. The LibDem council is not fit for purpose, and now that are having to mop up all the damage they have caused.

coun BUCK WHY???? is it so motorists can get from leeds rd to m.chester road quicker!!! as there are no shops worth coming to nelson for!and as for putting seating where the sun always shines,well councillor i can tell you where to shove your 2.3 million plan and thats where the sun doesnt shine!lets see if you have the brain to figure out where i mean,as you dont have a clue about what this town needs,such as a mass suicide in the council chambers,yours sincerly robert wilkinson 37 fir st nelson just in case you wish to tell me what a great place to live nelson is as opposed to what a great place to earn a great deal of money for sitting on your A--E watching a once great town go down the pan,
