East Lancashire 999 ambulance response times go up


AMBULANCES are taking more than 20 per cent longer to arrive at emergency calls than two years ago, the Lancashire Telegraph can reveal.

Call-out times have increased across East Lancashire, meaning patients are facing a potentially “critical” extra wait for ambulances.

Critics said the figures, released for the first time under the Freedom of Information Act, were evidence that the controversial closure of Burnley’s accident and emergency unit in 2007 had made the service worse, despite assurances from hospital bosses.

The North West Ambulance Service admitted its performance had “decreased” since 2007 but blamed this on more emergency calls, traffic and weather conditions.

Our investigation shows that for the most urgent “category A” cases, it took an ambulance 96 seconds longer to arrive in Burnley in October 2009 than in October 2007, which was just before the A and E shake-up, a 23.6 per cent increase from 6 minutes 46 seconds to 8 minutes 22 seconds.

In Blackburn, the wait was 61 seconds longer, 12 per cent higher than in 2007, an increase from 8 minutes 25 to 9 minutes 26 seconds.

Meanwhile, separate figures reveal that in Burnley, Pendle, Rossendale, Hyndburn and Ribble Valley 70.5 per cent of ambulances arrive within eight minutes in October 2009 – down from 74.6 per cent before the shakeup. The target is 75 per cent.

In Blackburn and Darwen the target was reached but performance slipped by 4.6 per cent since 2007.

Former hospital chairman Ian Woolley, a long-standing critic of the decision to close Burnley’s A and E, said: “It’s quite right to treat this as another failing of the whole A & E set-up.

“The hospital might say ‘we only treat them when they get here’, but that’s only part of the picture.

"They have got to be taken there in the first place.

"A minute doesn’t sound a lot, but it can be critical for some people, for example if you have had a heart attack or a road traffic collision.”

Hospital campaigner and Burnley Council leader Gordon Birtwistle said: “This was bound to happen, because ambulances are spending so much time travelling up and down the M65.”

In a statement, the ambulance trust, whose chief executive is Darren Hurrell, said: “Despite Blackburn and Darwen achieving performance targets, the data clearly shows performance has decreased since 2007. The trust is working to ensure continuous improvements are made.”

Hazel Harding, the chairman of East Lancashire Hospitals Trust, said the figures were ‘nothing to do with the A&E shake-up’.

She said: “Any journey can be impacted by all sorts of factors, especially traffic problems.”

Hazel Harding talking complete rubbish as usual, I thought we might have seen the last of her when we cleared her out of County Hall, alas no. She says “Any journey can be impacted by all sorts of factors, especially traffic problems.” Well yes Hazel especially now that you are speeding down the M65, which you didn't need to when we had our own A&E. Every ambulance I see on the M65 is breaking the speed limit, usually going towards Burnley with no lights or sirens on, but trying to get back "on station" as quickly as possible. Why do they need to break the law to do this? Do the bosses condone drivers breaking the law?

There must be two concerns here, if it takes longer to arrive at the scene of the emergency it must also take longer to get back to A&E for treatment. When will those figures be released?
As the ambulance stations are as they were, I agree with a previous writer that the ambulances must be taking longer to get back to station and are therefore not prepared. The issue of too much traffic/bad weather is another smokescreen being laid by an ineffective Trust.
I have sympathy for the Ambulance staff who have had a difficult job made more difficult by moving A&E to Blackburn. Of course the target was reached in Darwen as the hospital is still in close vicinity to the town.
Let's get the A&E back to Burnley so all patients have a chance for swift and effective treatment!

Blackburn with Darwen will be reached on time because i.e. ambulance station is not at the hospital re Darwen. It is in the town centre and always has been.

The whole of the ambulance service would run a whole lot better if the public didn't abuse it. Some idiots in this county just see it as a glorified taxi service and dial 999 at the drop of a hat when their situation is far from being 'life threatening'. Just ask any front line paramedic in Lancs, they deal with time-wasters all day long...

Does Hazel Harding remember being thrown out of office by the people of lancashire.That was because they did not agree with what she stood for, and i can tell you that the people of Burnley will not agree with her stance on this topic, she should remember that her off the cuff remarks can and will cost lives. So please remember Mrs Harding that your views have been thrown out by the voters.It is a shame that we can not vote you out of your current position.

Good to see Ian Wooleyback on here. Why not give him a weekly column. Strange but true it is the PCT and Ambulance Service who are responsible for ambulance services. Nothing to do with the Hospital. Ian Wooley was fully supportive of the A & E change but only comments now as a way of continuing his feud with a previous Chairman. As for Gordon B he only comments when he can have a go at the hospital and never comments on the good stories. Good election stuff eh! But what will Lib Dems do to take a poor A & E back to Burnley. How will they fund it?

its called modernisation the great visionarys that run this country know whats best for us ,they have also modernised the police ,they are all now much more effiecent which i think must mean when you need them they dont turn up ,i think ?

Would Darren Reynolds or Byanothername like to spend in the region of 20 minutes in the back of a ambulance with a heart attack when we had a perfect A @ E in Burnley. Until some moron who thought they could save money at the expense of the people of the areas of Burnley and Pendle. Why does the trust keep back vital information on the amount of patients who have died in transit to the Royal Rlackburn Hospital.

The one-eyed unelected Scotsman clearly can't see the mess he's made of the country.

As for Hazel Harding, following being ousted out of office one week for the utter shambles she made at LCC, how can you be allowed to get back on the quango gravy train the week after!

It's a national disgrace that these unelected people are running our Country into the ground.
