Lancashire highways boss: Parkwise scheme ‘was a mistake’


THE DOOMED Parkwise scheme was a mistake from the start, according to Lancashire’s new highways boss.

This week sees the start of a new regime for parking enforcement, with two different sets of traffic wardens to patrol off-street car parks and roadside spaces.

It follows the breakdown of the Parkwise agreement between County Hall and the 12 district councils, whereby everything was done under one roof.

Tory Keith Young, cabinet member for highways, said: “We shouldn’t have gone down the route of getting into bed with all the councils.

“They tried to do it all together with one administration and the result was chaos.”

And who is to say that the scheme will be any better, parkwise is still there, same people differant name, two sets of civil enforcement officers, (they where never, traffic wardens,LET get it right) wearing the same colour uniform, working for two different companies,working for two different councils,ie. district and county, confused, you will be. Parkwise didn't work because county and district where arguing over the money that it made, and who got what.with county wanting everything, there is not enought staff to run either of the schemes, and county see it as a money making cash cow, but unfortunatly is now a bit lame, we're all doomed,, Doomed a say.

When Parkwise began the Wardens made the mistake of walking rough shod over everyone. Once they became mebers of the human race the system worked well and as far as Nelson is concerned they kept the traffic moving by stopping drivers hogging parking spaces. Now the system is split. I can foresee that like everything else where County and local council have joint responsibilty there will be problems. I will predict that the council wardens will have a nice little office where they will have siestas. They will go round in twos usually window shopping, and days off sick, and training/bonding workshops, will be the rule rather than the exception.

I saw both lots of parking staff today.

Two county council parking enforcers were patrolling together in Barnoldswick - I don't know if they booked anyone; it's quiet on a wet half day closing Tuesday afternoon. (I think they were Parkwise people in a different uniform.)

In Nelson the car parks were being checked by a lone Legion worker under the borough council scheme. He told me he'd only had to book one person all day for overstaying the two and a half hour limit on the free short stay car parks.

I hope both sets of staff get the balance right in their enforcement activities. Time will tell.

As for Cllr Young saying the joint scheme would never work; I didn't see him or the other Conservatives voting against the scheme when it was brought in.
