Blackout plan for the M65 to cut costs


THE lights on the M65 are set to be turned off in a controversial cost-saving measure.

Lancashire County Council bosses have put forward the move in a bid to save £65,000 a year and said it would reduce carbon emissions by 300 tonnes.

But opponents said the ‘ridiculous’ move would put lives at risk.

A report presented to councillors yesterday admitted there was a "risk of increase in accident numbers" if the move gets the go ahead.

But council bosses insist switching the lights off would make ‘no difference’.

County councillor Matthew Tomlinson, cabinet member for sustainable development, said all lights apart from at slip roads and junctions could be switched off at all times.

He said: "We did have a debate about this and have had a good look at the M65.

"Eighty per cent of accidents happen in daylight hours.

"Sections of the M6, M61 and M62 are already unlit and there is also no correlation between accident rates in unlit and lit areas.

"We would not only save money but we would save carbon dioxide if we allowed the lights on the M65 to go off."

He insisted it was early days and nothing had been decided.

The plans have been put forward as part of "service reductions" for next year's county council budget that would deliver a council tax rise of 3.45per cent.

The leader of the Liberal Democrat group on the council, David Whipp, said: "It's incredible.

"After all the problems we have had on the M65 this will make drivers very nervous."

Coun Gordon Birtwistle, Burnley Council leader, said: "There have been more accidents on the M65 than there have been anywhere else in Lancashire.

"They are certainly going to put people's lives at risk. If they want to make savings then they should get rid of that exclusive canteen for county councillors at County Hall.

"They shouldn't be switching off any lights and should be looking elsewhere to make these savings."

Hyndburn Council leader Peter Britcliffe said: "The county council should not be putting a price on people’s safety which they are doing by trying to save money in this way.

"This proposal is very disturbing and doesn't seem sensible to me at all.

"These lights have been put there becaise a lit motorway is a safe motorway so if you turn them off it makes it more dangerous.

"There might be a case for turning every one in two off but this is ridiculous."

The M65 is the only motorway in the country that still falls under the responsibility of a council. All the others are maintained by the Highways Agency.

Other potentially controversial proposals on the list, which will now be put out to consultation until February, include a reduction in the frequency of street light inspections, which could save £100,000.

More cuts to bus services have also been put forward, with the least-used routes facing the chop.

The final budget, which will be in place from next April, also looks set to include efficiency savings of £13million.

Excellent news! Now it will be even harder to see those people who seem to wander up and down the M65 at night. What sort of stupid idea is this! The lights are in place and should be used. And cuts to bus services?? Does that mean we don't need a 50 Million quid bus lane then? I know, lest not have a bus lane and use the 50 mil to light the motorway for another 769 years!

It's not often I agree with the ideas of the local authorities, but, this time I do. Motorways are one of the safest ways to travel. Some motorways have no lights what so ever, with no increase in the accident rate.
If you cannot drive safely on the roads, be they motorways or any road then please stay off them, especially at night.

This is only because there is much more traffic during daylight hours, but what about at 5pm this time of year? Many-a day traffic is backed up onto the motorway at most junctions at work finishes. Will the money saved be used to relieve congestion? I doubt it.

And what a great time to reduce visibility... after bricks have been hurled at cars off bridges. I have actively been more cautious when passing under bridges since these happened and now they are talking about reducing the chances of seeing the idiots doing it?? It's mindless :o(

All the money our powers that be waste on druggies, immigrants and hare brained schemes and yet they won't leave lights on which may save lives.....

You could take this wonderful incentive several steps further and abolish street lights altogether. Issue everyone with a miner's helmet so they can see where they are going and hey presto, huge reductions in cost. Problem the dim wits at the council will face then is which half brained, ill considered and sure to fail schemes can they throw the tax payer's money at next?

ONLY two weeks ago on the 25th of October a woman pedestrian was killed on the poorly lit M65 two hours after leaving Blackburn hospital.

she was struck between junction three, Withnell, and junction four, Darwen.

So this is how low Labour cronies such as County councillor Matthew Tomlinson will stoop, let's turn out all the lights and see what happens. PLONKERS! And to save a few measly quid?

The no-brainers at county council want to get their heads out of the clouds and come up with some real solutions to save themselves from the mess THEY created!

WHY is Lancashire County Council and thus the Council Tax payer responsible for a major trunk route when every other motorway in the land is managed and maintained by the Highways Agency?

Thanks alot its because we fought a war that had nothing to do with us and all the money that was incoming had been wasted on that.
Services had to be cut so that we could cope with the finacial crisis.

For once I find myself in full agreement with the council, turning off the lights is an excellent idea. Whilst they are at it why don't they switch off traffic lights from midnight till 6am as well. That will save money and for those of us who travel to and from work during those hours will noty have to be the only vehicle stopped at a set of traffic lights. As for the comment about the poor woman who was mown down on the motorway, that would have happened at any time of day, as I understand it, it is illegal to walk along the motorway anyway so that arguement doesn't hold water. Switch 'em off let's create a future for our kids and grandkids and who knows all the whingers just might drive a little more safely in the dark !!

No it wouldn't, it was on an unlit section of the motorway and the driver had minimum visibility. if it had been daylight the chances of hitting anyone is vastly reduced.

So your argument holds no water at all.

As for switiching off traffic lights, that will surely create a future for our kids, since most of em will get mown down. GO work for county council with the other no brainers.

how out of touch LCC is, fiddling whilst Rome burns. If they are serious about reducing costs how about shutting that extravagent euro office? Ending the silver service councillor catering? Maybe they could cut the thousands they spend on staff conferences. A friend of mine works at LCC and always travels first class when attending conferences. Will they stop this abuse? No of course not, that would be like turkeys voting for Xmas. Instead, they choose to cut the lights on the motorway potentially putting motorists at risk. We need change, LCC can't continue this abuse.

I think that this is a very BAD idea as it will put people's live at risk. If they want to SAVE money, Why do they not keep every second light on where they can but if they need to keep "all" the lights on i.e. where their are black-spots. but to switch them all of is not on.

It may not be the best idea but could help how about using solar power lighting for streets and for the rest for example big roads and motorways the usual lights that we have.
I think with this idea we will see a big difference.
Or the next option would be halogen lighting.

I agree with Wikidi get some solar power lighting.

Also there is quite a few motorways which have sections where there is no lights i.e. m66 & m6 it does not bother myself driving in the dark as I am doing about 400 miles a week on motorway but last year I had a blow out on m66 where there was no lights and it was pitch black I had to stand on the embankment for nearly an hour before the AA came and by that time the battery was nearly flat on my car so i could hardly be seen. This could have caused a serious accident especially if i had to walk down the hard shoulder to use the emergency phone!!

i work on motorways and its a bad idea,truckers drive on motorways at night,some tired,and it will cause accidents...another hairbrain idea!!!cut councillers and m.ps wages save that way!!!!dont comment on what you dont know about,80%of accidents are at day time because its 50% bussier daft clowns!!!

ive noticed its darwen lot that think its a good idea to turn lights off at night!!!they obviously are clueless..try scrapping some one up off motorway pal,not nice!!!and belive me there nastier at night,because its usually big waggons,wich makes it difficult to work in,in the dark,and setting generators up and floodlights with no street lighting is IMPOSSIBLE...consult the motorway boys first!!!!wich they havent

Last night I drove along M65 from Junct 1 to 4. apart from the actual junctions there are NO lights anyway so what is the problem? If a few lights are turned off at the junctions it will make no difference to the overall lighting of the motorway, but it will save energy/money/the environment.

wow,just because you made a journey and didnt see a crash,doesnt make it safe!!!like ive said,i work on motorways and it isnt SAFE!!!its dangerous lit up,let alone pitch black!!!it will be a disastor...what IF there is an accident in the dark!!!what then??a few lifes lost and change your minds!!!is it worth it??save the enviorment what a blag that is!!!2 wars going on,do you think thats good for enviroment..silly people

the royals,most m.ps take helicopter,plane journeys to save time..most m.ps have 2/3 houses and 2 or 3 BIG CARS...enviorment???

Why do the majority of your correspondents have such a fixation with the need for streetlighting?
If the M65 isn't lit, drivers (and I'm one), need to adjust their driving accordingly. Cars have headlights so that drivers can see on unlit roads. It's not that difficult.
Whether climate change is influenced or not by emissions from energy generation, the use of lighting in the UK and many other counties has reached ridiculous levels - just look at the amount of light pollution.
Go for it LCC. We will save energy, save money and maybe help the climate. Just one proviso - shut off the lighting on every other motorway as well.
I for one am totally fed up with the can't do that brigade cos its not safe. Rubbish, just be more careful and considerate.

We sometimes like to go out for a meal at night and use the M65 from Junction 4 to Junction 1 - mostly in the dark. I have driven for most of my life - 28,000 miles a year before I retired. Of course headlights are useful and necessary but what a relief it is to get to the M6 and relax in the lit areas. A lot of hot air has been written above and one must agree that there is money to be saved in many areas of administration. We are talking about money. We are talking about safety and people's lives. I firmly believe that this will be a wrong decision if it is carried out and yet another hair-brained idea, this time from the LCC.
