Councillor: Darwen's never looked so bad

A DARWEN councillor believes the town has never looked so bad and is calling on the council to speed up demolition work.

And Coun Paul Browne has been backed by Darwen MP Janet Anderson in his claim that empty homes in designated regeneration areas such as Redearth, Hindle Street and Harwood Street, are blighting the landscape.

But he was criticised by a Labour councillor who said that Coun Browne had caused delays to the scheme by supporting campaigners who were against the Darwen Academy being built in the Redearth Triangle.

Coun Brown said: "I've never seen my town look so bad.

"At the moment we've got all these empty houses but only one street - Hindle Street - has been knocked down.

"They've just started on Crewson Street but things need geeing up.

"Redearth is also a blot on the landscape, and I feel sorry for the people who live in houses who overlook it."

Coun Browne said that he believes when the regeneration work in the town is complete, Darwen will be "100 per cent improved", but at the moment, the area is in a "poor state".

He said: "At the moment we're down. We're in limbo because nothing is happening with the rows of empty houses.

"I've been on to the executive directors of regeneration at the council to see what can be done."

Coun Dave Smith, who represents the Sunnyhurst ward, said: "Paul Browne is being hypocritical because he supported the argument against putting the academy on Redearth, which delayed the process.

"If the delay hadn't have happened, the houses would probably be down by now."

As a member of the ruling coalition in charge of the borough, Coun Browne said that was is "not afraid to stick his neck out" to represent the people of Darwen.

He said: "Blackburn with Darwen is a big area and I always have, and always will, stick up for Darwen.

"Blackburn seem to be getting a lot more demolitions in their area."

Darwen and Rossendale MP Janet Anderson said she "completely agrees" with Coun Browne, who last week annouced he was staying with the Liberal Democrat group after saying the week before that he was defecting to the For Darwen Party.

She said: "My son and his girlfriend came to visit me in Darwen last week after not visiting the area for a while, and where shocked at the deterioration of the town."

She added: "I also know that the residents are very concerned about how long the demolitions are taking and we still do not know what will be going on all the sites.

"I'm fully behind Paul - the council needs to get on with the demolitions."

Leader of the council, Colin Rigby, said he was also keen to demolish empty properties, but correct proceedures had to be adhered to.

He said: "I can understand Paul because it is a mess when you drive through, but we have to go through the democratic process and allow people to challenge the inspectorate in places like the Redearth triangle if they so wish.

"The work must be pretty imminent on Redearth because there is a period of six weeks for people to challnege the decision, and that is nearly up.

"I really hope they don't challenge the decision, because this would slow down the regeneration further.

"We want to see the place vibrant again and frankly, the delays are costing us money."

Last month the Government approved plans to clear homes in Redearth following a public inquiry.

Work is due to begin in the Spring.

I'm sorry to tell Coun.P Browne but Hindle St is still standing it has not been toughed yet But Crewsdon St has been knock down and Britten St so when will the rest be knock down?

The original plan for The Academy was for it to open on the Redearth site next September. So the now derelict houses would be long gone and construction of the new school well under way.
Now, can anyone remember who has been arguing against this and fuelling the delays? It couldn't have been Councillor Paul Browne and his Liberal colleagues could it?

So has Tony Melia, Michael Johnson, Roy Davies, Julie Slater, Karemiah Foster and Simon Huggill. They have done the same with the leisure centre. Short term gain for long term pain, they are a bunch of chancers who have no vision, only for votes and they have cost us the taxpayers over a million pounds for a few votes.They conned the people of Darwen, shame on them. It's time Darwen moved on, SAY WHAT YOU BELIEVE IN AND NOT WHAT YOU THINK WILL KEEP YOU IN POWER

What's happening with the leisure centre? We were told demolition would start in March! A lot of time (and money) was spent putting up the fence and painting it pretty colours! We could have been using it for several more months instead of it standing empty, what was the rush for?

What a short memory so many people have. It seems that some of you have forgotten who got Darwen into all this mess in the first place - the former Labour Council. Give the new council a chance. As Cllr Rigby says, there are many procedures to go through, I assume some of them legal, so nothing can be rushed. They wouldn't need to go through these procedures if Labour hadn't messed up in the first place. Anne

Its not just Darwen thats a mess you just need to travel to burnley,nelson,acci blackburn, their all the same the councils have these big bright ideas close things down board things up, and then forget about them. These people need to realize they arnt women,men cannot multi-task!

Jules, in answer to your question as Eric Morcambe would have said, "not a lot". This is because the conservatives and the For Darwen party hijacked an important issue which had already been resolved and turned it into a political football.
They stirred up the small easily lead bunch of moaning "Darreners",( there aren't that many we have a lot of reasonable people in Darwen as well)and managed to delay the building and increase the price by a few millions.
Hope your moment of glory Mssrs Rigby, Cottam, Melia, Johnson aand the Lib Dems, I can't remember their names, is worth it!
Its a pity the reasonable people don't have enough faith in politics and politicians to go out and vote we might make progress then. I count myself in that group, you councllors don't impress!

The stalled demolition has nothing to do with the protracted arguements over the Academy. They were already TWO YEARS behind when they finished regenerating Scholes St, Nicholas St and part of Tockholes Road so don't let Labour councillors pull the wool over your eyes. They have created eyesores all over Darwen and now they've been ousted they have decided to blame someone else.

Darwen has suffered under the Labour Party for the last twenty years and the country for the last decade. They are the party of failure, they failed to ensure that houses in Darwen were kept in good order. It was their brain child to build the academy in the town centre depriving our children of school playing fields. The negotiations to buy residents homes in Redearth was conducted by Capita employees, who knowingly offered below market value for the homes, have sympathy for those poor people who unknowingly accepted. It is any wonder that there have been delays, when they commissioned surveyors all the way from Edinburgh to declare some homes unfit, when they were in good order, not all, but there were many. The Redearth residents were grateful to the coalition parties for supporting them when Labour was in power, but Colin Rigby has now betrayed them .

Apolitical is talking nonsense. The primary responsibility for keeping privately owned homes in good condition isn't the Council - it is the HOMEOWNER.
I'm sure Apolitical will roundly condemn the former Darwen Council (which was never Labour controlled)for demolishing about 80 odd streets in the town ? (virtually all privately owned houses). Quite a few streets were demolished by Darwen Council in the Redearth area years ago. Redearth Mount was demolished in the 1920's. Why would Darwen Council do this ?? Think about it.

I would love to know what protracted negotiations over the Redearth triangle and Academy have to do with a delay over demolition in the Hindle Street area: it's way off on the other side of the town centre.

When does Janet Anderson ever do anything. I have written to her on a number of occasions and she hasn't had the courtesy of replying or doing anything. The only thing she seems to be good at is opening events and anything to get her photo in the papers. Trashing parts of Darwen and setting up huge academies with no thought for the traffic implications etc seems to be the remit of councillors who, let's get it right, are obviously getting something out of this!!! Why is it that every single service, TV Licensing, CRB checks, Surestart, Performing Rights Society, Pension, Employment and Benefits offices and services, plus building contractors (Capita Symonds), are all under the Capital Plc umbrella. Tony Blair was going to give the head of Capita a peerage, don't you think something is amiss here. None of these people in the Council, particularly Mr Straw and Mrs Anderson give a monkeys about the people of Darwen or Blackburn. They are self serving and self seeking publicists out for what they can get on the back of us guilable voters.

Bill is totally unaware. The privately owned houses in Redearth were in good order, some were
excellently maintained. It was the landlords of rented dwellings who have failed, in some cases,
to carry out repairs. It is the responsibility of the Council under the Housing Act , to ensure that
all properties are adequately maintained but they deliberately failed to serve maintenance notices on landlords. The open spaces could have been in filled with dwellings providing trade and vibrancy for town centre businesses

I am aware ! Most of the privately owned homes in Redearth were not in good repair at all. Apolitical is making a distinction between privately owned homes owned by private landlords (then rented out) and homes owner occupied. They are still all privately owned though.
I agree that the private landlord privately owned homes (the vast majority) were the worst, but most of the owner-occupiers were pretty glad to sell their properties to the Council also.

Of course there were a few owner occupied homes that were ok, but some were not.

Apolitical's suggestion of leaving a few homes here and there (in the middle of a row ??) is totally impractical.

A school (with lots of well paid teachers and support assistants etc) will also provide vibrancy in the town centre.

Basically, now that our esteemed councillors have got their own way to set up a so-called super school on the Redearth site which is going to cause chaos, they can take as long as they like to erect it. It's just tough for those of us that live near a bomb site. Same with the swimming baths. Promises were given to save, at least, the frontage of the baths, but now I see it has been obliterated. We should all realise that our esteemed councillors and in particular Mrs Anderson and Mr Straw don't give a hoot about our opinions and just show the electorate utter contempt. I have written to many of the the borough's councillors and Mrs Anderson and Mr Straw and none of them have the courtesy to respond, so basically I think we can glean from that, that they just don't give a dam.

I couldn't believe what had happened to Darwen when I went past there this weekend. Rubble where the impressive frontage of the Baths once stood and a bomb site where once my friend's houses stood - that I used to visit as a lad. I thought what Accrington had done to Blackburn road was bad, and it is... but for for this to happen in Darwen too, has definitely shattered some childhood memories... I can't believe it when councils knock down streets of well built stone terraces to put 4 flimsy new homes in their place that look weather torn after a year... those 100 year old terraced houses just need a sand blast and they look good as new... and there's a shortage of housing? This makes no sense...
