Wasted Lives: Key aims

The newly defined aims of the Lancashire Telegraph's Wasted Lives campaign are as follows...

• A two part driving test to be introduced, the minimum age for the first part to be 18.

The part one test would allow the driver to do everything within the law except: drive on motorways, travel at over 50mph on other roads and drive a car of 1600cc and above. These exclusions would be removed on passing the part-two test.

• The graduate licence scheme to include a series of compulsory modules to be successfully completed prior to sitting the part one test.

• A mandatory p-plate scheme for young drivers, to be displayed until 12 months after passing the part two test.

• Drivers under the age 25 to be prevented from having any passenger under 25 in the car with them at any time, except for travelling on work related business, with family members or in emergencies.

• The immediate loss of a driving licence for under 25s caught speeding by more than 10mph over the limit for the first three years after passing their test.

• The automatic doubling of penalty points if a driver under 25 caught committing another motoring offence is also found to be in breach of the above restrictions.

• The immediate loss of a licence if any driver under 25 is found with any trace of alcohol or drugs in their system.

• Under 25s to lose their licence if found to be driving a car which has been modified.

• An educational safe driving' DVD to be distributed to every 15-year-old school pupil in East Lancashire.

• An educational roadshow to visit every secondary school in East Lancashire.

• Readily available advice for parents on how to spot the danger signs and what to do about tackling them.
