The signals and one-way traffic near the Blackburn Enterprise Centre are causing tailbacks down Burnley Road coming into the town and back to Copy Nook and Higher Eanam outward.
They are due to utility works for the £4.8million Furthergate Link Road. Gorse Street has reopened as has Higher Audley Street.
A Blackburn with Darwen Council spokeswoman said: “There are utility company works affecting Burnley Road, Accrington Road and Furthergate involving National Grid and United Utilities mains cuts offs and diversions.
"There are traffic signals at the junction of the new road and Furthergate.
"These works are due to last approximately four to six weeks and are to be carried out within temporary ‘shuttle’ traffic signals as previously used.”
