A CONTROVERSIAL plan to build hundreds of homes in Clitheroe could be revived despite strong resident opposition.

The previous plan for 345 homes on the Waddow View site off Waddington Road, submitted by a local consortium, was rejected at appeal in January.

Ribble Valley Council, who had previously rejected the application in February 2013, were given the option to defend their decision but declined after taking legal advice.

Following the council’s decision, the Back Commons Group, made up of residents, was formed to contest the appeal and won.

They objected to the plan on concerns including an increase of traffic, the loss of green space, flooding and the ‘over-development of Clitheroe’.

Now the consortium, made up of Clitheroe Auction Mart, the Huntroyde Estate, John Taylor and Sarah and Samantha Howard, has opened a consultation period into its new plans for the site.

Following a ‘comprehensive review’ of the issues raised by the inspector, the consortium has revised the number of houses down from 345 to 275.

The new masterplan, which includes 82 affordable homes, is available for comment and residents in the area will receive an outline letter, masterplan and reply form from today.

The consultation process will be open until June 30.

Clitheroe Town councillor Kevin Horkin, who represents the area where the plan related to, said: “I’m extremely disappointed and I’m sure the residents will be too because they fought a very forceful campaign to have this rejected.

“I had thought the inspector had taken fully onboard all of the concerns, hence his decision to reject the plan.

“I’m sure residents will fight any future application to destroy their greenbelt.

“This is a controversial site because it means a lot to local residents and includes natural beauty.”

A spokesman for the consortium said: “We have comprehensively addressed the issues raised by the inspector and his conclusion is that the site is highly sustainable.

“Now is the opportunity for the residents to have their say on the revised proposal.”
