Man fined over building rubbish found in Hoddlesden

A MAN has been ordered to pay £619 after building rubbish was found dumped in Hoddlesden.
Sean Kinsella, of Ainsworth Road, Radcliffe, Manchester, was charged with failing to comply with the Environmental Protection Act 1990 by failing to ensure waste produced from his work as a builder was disposed of in the correct manner.
The case was brought before Blackburn Magistrates’ Court by Blackburn with Darwen Council.
The court heard Kinsella was working as a builder on a number of properties in Radcliffe. After the completion of a kitchen refurbishment, he gave building waste to persons unknown to him to dispose of.
The waste was subsequently found in Broadhead Road, Hoddlesden, at the entrance to an old quarry.
Kinsella was tracked down and admitted to passing on the waste without taking reasonable care as to who he was giving it to or exchanging any proper documentation for the transfer.
He was ordered to pay £118.98 compensation and £500 costs.
The council’s environment chief Coun Faryad Hussain said: “As a responsible business owner, you have a duty of care to ensure rubbish from your business is disposed of in the correct manner.”
