Samlesbury KFC’s plan to expand is ‘finger-licking bad’ for residents

CONCERNS have been raised over the redevelopment of a restaurant on a main road between Blackburn and Preston.

Work to convert the long-established KFC, in Preston New Road, Mellor Brook, to a larger drive-through, began at the end of last year.

But due to ‘unforeseen issues’ the fast food giant said it had been forced to make changes to the plans, meaning the new outlet will be larger than expected.

Neighbours Andrew and Maria Morton contacted South Ribble Council after noting the work was different to the ‘small scale’ work described in the plans.

The couple, whose property overlooks the site, said they were especially unhappy as they had not been consulted.

A spokesman for the franchisee who runs the KFC said retrospective plans had been submitted to the council.

And town hall bosses said the couple had not been consulted as their property does not share a border with the KFC site – there is a farmer’s field in between.

Mrs Morton said the work not covered by the original plans included a dormer and what appeared to be a roof terrace.

She said it looked 200 per cent bigger than what was there originally, adding: “When we built our house over two years ago, KFC was consulted as a neighbour, so we should have been consulted this time.

I would have thought a drive-through will attract more people and lead to an increase in traffic, but the consultation on that has been small scale.

“There are too many unanswered questions over the original plans.”

The new restaurant is due to open in spring, creating 10 new jobs.

South Ribble Coun Cliff Hughes said KFC had been told to submit a revised application as the extension did not conform with original plans.

He said: “We will be writing to Mrs Morton inviting her to comment on the revised plans.”

He said a public notice advising of the original application had been put up near the site.

No-one is short of land or lovely views in that area.

I don't know why the government keeps bothering,if people want to eat this type of food and get obese just let them,what difference does it make,in the next breath they are saying there's we are over populated as we are all living longer,I don't believe this how many people do you come across that make it to their eighties or nineties,people are still passing away at a variety of ages,the government and media just come out with any propaganda to suit their agenda,and people accept it without question,no wonder we are in the state we are in

The last time that I had a takeaway from this place it was rubbish, it tasted just like ordinary chicken without that taste of KFC. Several other people that I know have said the same so avoid it as they seem to be saving money on the coating, and don't bother complaining to KFC they just fob you off and this is coming from someone that used to love it.

The council could build a new junction of its own to account for the extra customers..Problem
solved safety wise.

Same wasn't said when The Grey Mare expanded on Grane Road.

As mentioned above - people just need to drive carefully.

If you have passed your driving test, you should be aware of potential hazards.

There is a row of houses a little further on, are you saying these people can't pull out of their drives because it's dangerous?

@Tugay - no, I am not saying the road is now more dangerous. I am just pointing out that there will be MANY more cars hauling themselves out at this particular point.

It's not so much the speed of on-coming traffic, more the frequency - with not many long gaps cos drivers tend to close up on the car ahead. It's just the same on any straight stretch of road, even with a 40 limit, let alone 50. - Shorter gaps to pull across.

The main reasons we wanted this to be publicised are that there were NO concerns about the additional traffic that will be pulling into and out of the KFC from both directions, AND the size and scale of what they have built doesn't equate to the parking spaces they are allowed. But if its bigger than planned, they can seat more customers and will then try to push through for more parking that has already been refused. They applied to replace a Storeroom, and a temporary covered area of the yard, with a single storey extension and got Approval. Instead they demolished a large section of the original building, and have built an enormous 4 metre high extension across the entire rear of the property, along with a full size dormer with windows and access onto a 2nd floor terrace that spans the entire extension. They only submitted a Retrospective Planning Application last week when we raised our concerns with South Ribble Planning. It is already a notoriously fast and dangerous road for overtaking and has been a problem for existing residents for many, many years. My 78 year old mother recalls its nickname - Coroners Corridor. Says it all. So surely a big company such as QFM who own KFC shouldnt be allowed to build whatever they want in the Greenbelt and get away with it? Everyone else has to have planning permission don't they? The original plans (without the need for a 1 metre parapet wall around the huge 2nd floor terrace they have built) and a review of the Highways situation is what we are pushing for. KFC can stay just not this extension.

Quite right Mr Morton, I have every sympathy with the predicament in which you find yourself.

You should write to the Chief Planning Offficer at SRBC and say that should they grant retrospective planning permission you will be seeking legal advice with regard to judicial review proceedings to quash any such planning permission.

There is far too much of this sort of bully boy behaviour these days, and planning departments are often too supine to stand up to them.

surely in the current economic climate people should be pleased that businesses are employing more thus reducing the dole queue?

as already mentioned there are fields inbetween the housein question and the KFC so what is the problem? expanding the drive thru isnt going to need additional seating - hence the term drive thru.

in my opnion the KFC was there before you built your house - you knew what you were overlooking - if you dont like it move

I remember this road being mega busy a good few years ago before they built the M65, i now take this road to get to salmesbury/preston as it is very quiet now and quicker and shorter than the motor way from blckburn, This road is much quieter and i bet the KFC gets half the passing business it got years ago! it was very busy back then.
I called in before it closed and the food and cleanliness was very poor! Staff also Poor hope the new one gets staff that are greatfull for a job and give good service..
ps: i like the job you have done on your house would not mind a nosey, who was the builder as he did not mess about and has done a good job!

Thanks for that Barb Dwyer, lets wait and see how many local people get jobs. The problem isnt looking AT the KFC, its what goes on inside - the minds of the people who decide they can build whatever they want, wherever they want and not abide by the Planning Laws like everyone else. Profit is at the heart of this. Huge companies driven by little people who believe they are bigger and better than everyone else so the rules don't apply to them.
Think a bit harder folks and look a bit deeper - this isnt what they want you to think. Someone somewhere planned this and intends to get away with it - does everyone think with their bellies and not their consciences these days?

So, are you folks that DON'T think its a problem agreeing that its okay for any Big Multi-national company to build whatever they want, whenever they want and wherever they want?
Of course that doesn't include you, me or anyone else reading this newspaper article. We have to abide by the rules or face the consequences. That safeguards us all from our neighbours who might otherwise build an extension and block our light, or build a raised patio that disturbs our privacy. Just because KFC have built this they really think they shouldn't have to knock it down if they don't get Planning Approval. In fact they are banking on it. Would you want your neighbour to get away with it?

KFC are not a multi national company in this country - it is a franchise. Keep having a dig at KFC is pointless. Try speaking to the owners of the building.

I am still of the opinion it is a lot of fuss being made over a something and nothing. It could be a lot worse - just look what has has retrospect planning apps agree in the area and think yourself very lucky.

Oh you might need to know they are based in Sheffield. The Franchise is when they get someone in to manage it. Then of course there are the jobs. Do you think anyone from this area will get them?
And from the length of time its been closed and the cost of what they have done do you honestly think someone can afford a Franchise and to be out of business for so long. Thats where the big money comes into play and why they think they can get away with it.

I agree with Mr. Morton regarding the retrospective planning application. If, as it appears, he was prepared to live with the original scheme, he has been fair; and the present plans should not be passed "on the nod" without the full and proper procedures; and these should have included notification to anyone with a legal requirement to be told. The new building is by far and away much larger than the original one. but BAE are wanting planning for some green belt land, nearby, to be used for industrial use, so watch and see....

We get the feeling that the inevitability of this is what stops all us little people making a stand on it. The Planning Regulations are there for everyone so we'd really like to hear from everyone who has had an application refused or appealed and been knocked back again. Why should anyone even bother with Planning Application (and don't forget Building Regs) if Retrospective Approval can be given AFTER you have built whatever you wanted. Is this a loophole that everyone should try? Thought not - only in cases where the Applicant can afford to keep the development by simply paying a fine. QFM and their KFC need to know the rest of us won't accept this any longer.
So make your feelings heard and pass the word. Comments to South Ribble Planning asap.

well the first comment in the list really got me angry! Never mind there is plenty of view and afield between the coupple and the KFC. Sounds to me like the writer of this comment is a bit brassed off he doesn't live in this area. The KFC already brought in loads of traffic hoping to turn right and causing bother. What will it be like now? I love KFC and I go regularly but I can definitely see the point of the couple concerned. The M65 was supposed to make this road quieter, which to some extent, it has done. However, now the KFC is going to be so large, traffic will increase greatly. That original building took into account the amount of traffic on the road in the 70's not 2012. Should never have been given planning permission to extent full stop.

Thanks anniehargs for constructive comments. Sure, no-one wants to put KFC out of business, and a lot of folk want to see improvements, especially in the food, standards of hygiene etc. Their original plans (apart from a 3 metre high view of Colonel Sanders on the extension wall) were fine. We just never saw them till it was, as they are hoping, too late to do anything about what they built instead.
That's where public support of Planners comes in. If enough people protest that it's not acceptable then KFC won't automatically get their Retrospective Application passed, and have to revert to what they got the Original Approval for.
p.s Nice to know it looks like my husband did a good job. Thanks.

Sorry Andrew I can fully sympathise with your situation. Your doomed on this one though as the applicant is in the name of Mr Bharat Patel. We are in your general area & have had a much, much smaller planning application proposal refused to our house because we went through the proper channels. I wish now we had just gone & built it & then put in for retrospective planning. I can guarantee you now despite how many objections are voiced the 'Patels' will get it - otherwise SRBC are being racist. Sad but true

It would appear that Mr Bharat Patel is a very busy man being the Company Director or Secretary of 20 different companies - 14 which are active and 6 dissolved.
I don't think that puts him in the same category as your average Franchisee does it? And we all thought it was just a little old KFC on the road to Preston, but now its part of a big set-up across the country. Doesn't that make it part of a Multi-National?

Don't get me wrong I don't think KFC should be allowed to get away with this, I don't agree with retrospective planning permission full stop and feel they should be made to pull the new extension down simply because of this.......but I don't feel it will result in a large increase in traffic or business, its not like the place is just a short detour for anyone that fancies a snack, business will remain to come from traffic that is already passing in my opinion, a few more people may stop there than before maybe, but not many, you either like kfc or you don't.

Years ago I had planning refused by RVBC basically to open a rear door into my shop to the public. This was another access point from the new, as it was then, central car park. ( It would seriously change the footfall of the shopping public) What tosh!!!! I appealed, was inspected by some fella from down south, Wales, I think. The refusal was overturned and I won. Within 6 months two other shops also obtained permission. BUT I alone paid the bill for the appeal.

Another case of corporate giants being able to build what they want where they want and the local council not havimg the ba**s to stop them! Probably at the risk to the public. I live along that stretch and have seen numerous accidents with cars entering or leaving the existing somewhat smaller KFC. Yes people should drive carefull - but they dont and its usually the innocent that get hurt. Also do KFC really need premises that size or is the first stepping stone to a small retail park ??

I live near to one that was built in Accrington and yes we did object to the council, not one person locally was in favour of it, sadly same old argument that you are having, it creates jobs etc,etc.
We get loads of litter, traffic noise, late night revelers, and that sickly smell that eminates from these outlets. Good luck.

Sounds a bit like sombody is worried their house value may decrease because of this develpment.I'm sure the good folk at Limefield(the house across from K F C) have'nt complained about this and they have been at that address for at least 40 years.But then they are from a differant generation, when a house was for living in and not somthing to profit from!!

I live on that stretch. My house is my home and my car is just a piece of metal. However a life is a lot more precious. I have seen numerous accidents with cars turning in and out of the KFC over the last 10 years and by making a drive thro it can only make matters worse on a dangerous stretch of road.

Sorry Chegwin, for someone who obviously knows the lady at Limefield I would have thought you would have her consideration at heart and not trying to find a money angle to the story. Do you ever see her walk the few yards from her front door to the bus stop and hope she doesn't get hit with a car?
Grow up and join the wider discussion. Your argument might hold water if the KFC wasn't already there, and the original plans weren't intended to "tidy up the place" hence improving our view. Instead the owner of 30 other KFC's is intending to make a profit regardless of what happens on this road. We, philduxbury and the lady at Limefield live here so if you do too why don't you join forces with us or would you rather see a fatal accident to someone who doesnt live on this stretch?
Oh, that would probably be a loyal customer of KFC, an innocent cyclist or a regular commuter on this road. Whoever it is, doesn't deserve to run that risk so please think twice before you back the Drive Thru without some improvements to the access.

If these people are as scheming as you describe, you may well expect to see a further application for change of use once it's completed... or just change of franchise.

Well Storm2, I may as well repeat myself yet again. This debate already had 25 comments when BarbDwyer challenged my description of QFM (owners of KFC Mellor Brook) as a multi-national. In order for BD, and anyone else who was yet to be convinced, to check what we had already established I provided sufficient info for a websearch.
Up to that point a lot of the comments that you may not like either were referring to obesity. Since then (we are up to 60 comments) 3 have related to ethnic background and 2 to the ownership of Blackburn Rovers. I would say that the majority (over 90%) of participants are not interested in having an argument, just making comments from their own perspective. We are not in a position to block any comments but if don't like something you can "report it". We would however appreciate your keeping to the article and avoiding your own assumptions about us. Thanks for comment on our castle though - most people think it's a palace!
Joking aside I am sorry you are offended by some of what you have read but a lot of people ARE concerned, both about the road AND exactly what louderfasterlonger just voiced. That is the issue.

Thanks for that R0S1EH2602, Glad you weren't too busy to fill me in. It's also nice to hear from someone who doesn't have an opinion on the topic, just time on their hands to pass comment on others. Thank goodness some people are less fortunate than us and have to work on getting this resolved. There is a Planning Committee Meeting open to the public on the 14th March and everyone is welcome to attend.

What an interesting discussion. I don't believe you didn't know what nimby meant though, I think you were teasing.
Did you know that this was the second Kentucky in the country, the first being Preston or that it was originally a sit down restaurant in the white house and not a take away? They served it on real plates with knives and forks.
I think you are dead right though they planned this right from the start. In Suffolk the local council made a guy in onehouse demolish his finished house for being 6 inches too wide. They shouldn't be allowed to get away with this, The fact they started by demolishing the original building shows it was a put on. it should be demolished and the process begun again. Best of luck.

Very informative and constructive comment MrMungus. This article helps to raise awareness that there are those who set out to manipulate the Planning Regulations, at the cost of the regular law abiding public. In this day and age of "ELF and Safety" the introduction of yet more cars entering and leaving the KFC site when the rest of the local residents on this stretch can spend up 10 minutes trying to get out of their driveways at peak times beggers belief. We are aware of what is at stake, others may not realise how quickly another car can be upon them and there could easily be a multiple pile up. Only a few months ago 3 cars collided at the junction of Branch Road by the Windmill in a well lit 40mph section of the road even with a right turn lane created to avoid those sort of accidents.
The fact that the developers of KFC are trying to make it even bigger, and installing the Drive Thru to attract more business, in such an underhand way makes it even worse. We need more public comments to the Planners on this as well as luck!

South Ribble BC you have no chance of winning, the way they operate is the more rates they can pull in the more the planning department they can justify having a job.

Good evening Mr & Mrs Morton,

As a regular traveller along this road I know only too well the concerns you have outlined. A number of people have commented on this article suggesting that you are making noise about an issue which they believe to be menial but I beg you do not take those comments to heart. It's very easy for people to voice their opinions when it does not concern them as such.

I wish you the best of luck in your pursuit to have this matter resolved appropriately and echo the comments of Legal Beagle, in that you should attempt to highlight your concerns to as high a figure as possible. God bless.

With reference to the Samlesbury KFC redevelopment I think Mr & Mrs Morton should be commended for bringing to everyone's attention the obvious stupid decision by SR council in firstly allowing the development and secondly in not enforcing the gross deviation of their own planning. As someone who lives on this road to allow " a drive through " with all th obvious problems of cars backing up on a main road, without asking highways/ police or the people who are most likely to be involved is to say the least incompetent. Please let us have a rethink on this issue and let some commonsense prevail.
