DRIVERS, shoppers, cyclists, and businesses were today recruited to redesign Blackburn’s hated central traffic system.

The borough council wants residents, traders and visitors to suggest improvements to the redeveloped heart of the town.

Regeneration boss Maureen Bateson has torn up the traffic planners’ blueprint so she can start with ‘a blank sheet’.

She wants ordinary users of the shopping centre, traders and business leaders to help create the new road map.

Her radical departure from normal council practice has been welcomed, with calls to scrap the inner ‘loop’ system, open up blocked-off cross-town streets, improve vehicle access to Blakey Moor and Simmons Street, and rethink the orbital road.

Blackburn Civic Voice secretary Simon Hugill said: “Many people come to the town to shop, get lost and never come back.”

Borough old people’s champion Brian Todd said: “There are too many blocked cross-town roads.

Chamber of Trade president Tony Duckworth said: “Everyone must take part.

“They need to open up the area around Simmons Street and Blakey Moor because at the moment bad access makes it impossible for shops to trade.”

Coun Bateson said: “We know many people don’t like the current town centre traffic system.

“There were things we had to do in order to accommodate the £400 million redevelopment of Blackburn since 2001.

“With proposed investment in the Cathedral Quarter, the new bus station and completion of the orbital route on Freckleton Street, now is the time to look at the whole system.

“Our road planners came up with ideas, but I wanted a blank sheet of paper to hear town centre users’ views before we begin drawing up new proposals.

“I want everyone to tell me what they don’t like and want changed.”

The consultation starts today and is scheduled to run for 12 weeks.

People can contact Blackburn with Darwen council by phone, facebook, letter or email.

Coun Bateson said: “Blackburn town centre has changed dramatically and new development sites include Blakey Moor, Tontine Street, Simmons Street and Watford Street.”

Mr Hugill said: “I want the ‘loop’ system reviewed and something done about the east of the orbital route.”

Mr Todd added: “There are too many blocked roads.

“It’s too difficult to get across town.”

Getting in and out of Blackburn TC by car is an absolute nightmare. Whoever approved the current traffic layout needs their head examining.

I visit many a town/city centre through my job and have to say Blackburn is among the worst I have come across and it is not helped by some of the signposting either.

its good that the public and traders are being consulted - but the proposals should be governed by somebody who knows what they are talking about.

One of the problems with the town centre roads in Blackburn is when they closed off Church Street to traffic which as now left traffic entering in to the town driving round and round in a maze of one way traffic signs and no enter signs. may be it would be better if they had a park n ride in place of the maze.

Anyone can say something is rubbish. Suggesting something that would work to improve it is a bit more tricky. But you have got 12 weeks to think it through and send your ideas in.

I'll be giving it some thought - some things seem obvious, others are not so clear.

I think council meetings and the public are somewhat inconvenient for the majority of the Clowncil

I only came to visit in Blackburn in 1996 and have been stuck in the one-way system ever since. Were it not for the eating houses and pubs in the town centre, I'd have died, long ago. And, after reading this, you may wish that I had just, curled up and died, years ago.

Why do the buses go around the old Jobcentre, now that it is closed?

Me and John were sitting at the lights at ASDA, with nothing coming from the town centre side, when we had an agreement about a free filter lane. What would happen if, just for one week, they turned off ALL the town centre traffic lights? I think that traffic would go a lot slower and smoother, instead of the current thing of racing towards a set of lights, in the vain-glorious hope of them still being at green when you get to them.

If this town is to seek to go all modern and ahead of everywhere else, why not introduce the flashing amber signal on traffic lights, just on the ring road, at first and then, expanded, if there were no problems with it? This, like many Continental countries, is where, at a certain time of night, all traffic signals are nearly turned off, except for the flashing amber. Anyone may pass through this signal, as it means, proceed with caution. It would create a few problems at first but once everyone got the hang of it, the smoothest drive on the ring road, ever.

Would someone take a look at the crossing at the Railway Station, from the Darwen St direction, as the lights on the Belisha beacons are not working and that new hoarding to hide the building site from the Queens view, is also hiding any pedestrians that want to cross. They are on the crossing before you know that they are there. Accident waiting to happen, if ever there was one.

Someone needs to inspect the sleeping policeman on the zebra crossing on Mincing Lane, as it is, in my opinion, too steep a drop. People are braking, whilst on the top of the hump, which is completely wrong.

All day parking on the Thwaites car park is just £2 per day! Why isn't the Council car parks trying to undercut that price point, as a method of encouraging a few more shoppers or even doing an annual parking pass, for office workers, that gives them free weekend parking, in the same slot? Let's do the Math on that one and see if we can't come to a more sensible arrangement.

Everyone has heard of eBay, I'm sure but would the Blackburn shopper go for Freebay street parking? Where you can park, for free, for one hour (two hours for disabled users but the disabled person must be seen to get in and out of the car!) and only pay for the subsequent hour, to a maximum of two hours, for a fee of £1.50. You could ask Lorraine Jones, Mall whatever-she-is, if this has increased shoppers what shop, instead of counting those that just pass through the Mall, as a shortcut to the bus station.

And, bring back the 'Spiral' on Ainsworth St, for those that are going for a bus. I miss that landmark feature.

Invent the box.. For a fee of just £100 per annum, you as a business owner in the town centre, may park your vehicle right outside your shop door. This will be welcomed by both taxi and pizza companies alike.

And on the subject of taxis...
Well, I'll leave that for another time, as it's a bit of an hot tatie, at the moment, and I need to speak to more than just the one proprietor about it.
Basically, what I'm thinking is, that all taxi firms are required to own and operate an Hackney cab on a 24/7 basis. This will help the fiscally, hard pressed, 'black cabs' make a bit of money, instead of sitting on the ranks, all day.
(It really gets my goat, to see a lot of men, who should be working for a living, like the rest of us, standing or sitting, idle. Am often tempted to shout at them, 'don't sit there doing nothing, pick the litter up. Look useful, you shiftless set of passwords..' but that is the ex-army in me.)
Oh, and stop them black cab beggars, on the Boulevard rank, from feeding the pigeons!

I know that you wanted my opinions and that some them are a bit radical, to say the least, but I've put more than a bit of thought into these suggestions and hope that you will give them, earnest consideration, rather than just a passing glance.

I spoke to a coach driver who drives all over Europe. He says the worst place to drive is Blackburn. Says it all.

After reading some of the comments do you think the council will take notice of any of the comments NO and ask your self why as Maureen Bateson scraped the towns planers drawings what will be the next the Pennine Reach come on Maureen I take it the same planers will be drawing up the next lot of plans and to close what if their is a change of power in the town in the local elections on the 22nd of May my be all the plans will be scraped again.

1) you can get town from Barbara Castle Way turn left toward a car park on Mall Shopping centre.
2) The other route from Barbara Castle way toward Salford and you either turn left right toward Penny Street back to Barbara Castle Way or head toward Boulevard toward Darwen Street back to Bolton Road or turn left toward Mincing Lane toward Mall Car Park
3) Coming from Bolton Road you head toward Darwen Street left on Mincing Lane toward Mall Car Park or turn right toward Darwen Street back to Bolton Road and quick escape back to Darwen.
4) Travelling on Barbara Castle Way turn left on Ainsworth Street toward Mall Car Park or go staight toward Montugue Street or turn left on Preston New Road toward city of Preston.

5) Travelling from Preston New Road toward Barbara castle Way on left or head toward King William Street turn left Limbrick and back to Barbara Castle Way
6) Travelling from King Street toward town centre turn left it's Montague Street toward Barbara Castle Way or go straight town centre left turn it's Mall Car Park or go straight and turn right to Darwen Street toward Bolton Road.
The roads in town centre are blocked off to traffic it's either Mall car park or quick escape to Preston Bolton or Accrington.
Even the purpetrators of the scheme will not be able to advise without advice themselves

And yes I believe that Victor Meldrew is a Labour person so their you are lets face the facts at the present time Blackburn town centre is like a war zone, it will be interesting to see if people respond to Cllr Bateson.

the jams and pinch points were easy to identify then and are blatantly obvious now. i cannot for the life of me understand how the original plans were passed.

Just heard the Clowncil have now ordered a a New Think Tank wonder where they're going to put it !! zzzzz ??
